Purpose of Classification:
The purpose of this classification is to administer and maintain City information technology infrastructure, networks, and systems, to include system administration, network administration, cyber security, and help desk support.Essential Functions:

Configures, maintains, updates, monitors and troubleshoots various IT systems, including servers, workstations, databases, applications, VoIP phone system, mobile device management, access controls, audio and visual systems, work order, asset management, public safety, document management, the City website, or other IT systems, as assigned.
Ensures performance, availability and reliability of IT systems; manages user accounts, permissions, security and distribution groups, licenses, etc.; creates, manages, and monitors virtual machines, hosts, networks, and storage; performs routine maintenance; troubleshoots and revolves issues; implements, tests, and maintains system backups and disaster recovery procedures; and maintains related documentation and records.
Leads the design, implementation, configuration, upgrade, monitoring, migration, capacity planning, and scaling of enterprise-level system, network, and infrastructure architectures and systems, including wide and local area networks, internet, intranet, and wireless networks and access points.
Administers, manages, monitors, troubleshoots, and performs technical support for firewalls, switches, routers, Virtual Private Networks (VPNs), remote access solutions, SCADA networks; performs network segmentation; implements intrusion detection/prevention systems; performs web filtering; updates security measures; conducts network audits and vulnerability assessments; monitors network performance; troubleshoots connectivity issues; maintains network documentation and diagrams; and coordinates with vendors and contracted service providers to address system and network-related issues, as needed.
Implements and ensures compliance with cybersecurity strategies, policies, and procedures and security regulations and standards: monitors, responds to, and resolve security alerts and incidents; conducts investigations and forensic analysis; implements incident response and disaster recovery procedures; conducts security audits, vulnerability scans, and risk assessments; identifies and manages security risks; implements encryption solutions for data protection; implements and manages detection response, multi-factor authentication, privileged access management, and related policies, solutions, security frameworks and standards; and provides education and training to users on security best practices.
Provide first-line technical support to end-users for hardware, software, and network issues: receives and responds to requests for assistance and reports of system problems and errors: assists with account setup, password resets, troubleshooting, and training; provides resolution to problems, errors, and issues; updates help desk documentation and knowledge base; analyzes help desk metrics to identify areas for improvement; maintains inventory of IT assets and supplies; evaluates and implements help desk tools and technologies; and coordinates with other staff and/or vendors to address complex issues;.
Supports development and implementation of new technology: researches and evaluates computer systems, software, and technology issues; develops technology solutions; advises departments on technology business strategies; evaluates departmental information systems and communications requests; leads projects for systems and infrastructure upgrades, migrations, and integration of new technologies; and works with vendors to implement new, and upgrade existing, technology.
Provides lead guidance, direction, and training to less experienced IT staff and interns: coordinates with IT manager regarding work assignments; leads daily work activities; monitors status of work in progress and inspects completed work; assists with complex and problem situations and provides technical expertise; and assists with training and instructing co-workers regarding operational procedures and proper use of equipment.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures: maintains an awareness of new equipment, procedures, trends, and advances in the profession; reads professional literature; and participates in continuing education and training activities.
Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, help desk tickets, network diagrams, system documentation, knowledge base documents, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with supervisor, other City employees, contractors, vendors, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive/give advice and direction, or resolve problems.
Operates a variety of equipment and tools as necessary to complete essential functions: operates a motor vehicle; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, database, desktop publishing, Internet, e-mail, or other software; and operates general office or other equipment.
