Purpose of Classification:
The purpose of this classification is to assist in the administration of the City's Municipal Separate Storm Sewer System (MS4) Program and Stormwater Management Plan (SWMP) to improve water quality and decrease quantity of flood events and to ensure compliance with applicable local, state, and federal regulations.Essential Functions:

Coordinates outreach and education programs: designs, develops, and conducts programs and events; researches and develops curricula, presentations, and marketing; prepares activities, service projects, audiovisual materials, and social media posts; coordinates and schedules programs with participants; conducts training and education programs and events; facilitates tours, workshops, contests, and special events; maintains inventory of supplies and equipment;
Interprets and enforces the provisions of illicit discharge and elimination codes, specifications, and standards: develops Illicit Discharge Detection and Elimination (IDDE) management plans; inspects sanitary and stormwater infrastructure, stormwater outfalls, and reports of illegal dumping/connection; collects water samples; provides information regarding industrial and illicit discharge codes, inspection procedures, and other issues pertaining to code compliance programs and services; provides technical assistance and advice regarding proper discharge measures and methods and water and erosion problems; and conducts research as needed.
Participates in construction project management and review: reviews submitted plans and construction drawings for compliance with local, state and federal environmental, stormwater and erosion control regulations; provides technical support and guidance to educate all involved parties on requirements and field questions regarding projects; makes recommendations regarding corrections and deviations; inspects permitted projects during and post construction for compliance; measures, maps, performs enforcement, and evaluates construction and post construction sites; prepares related reports; and reviews long term maintenance agreements to be recorded with the county.
Manages Stormwater Pollution Prevention Plans (SWPPP) for City facilities: prepares SWPPP documents; inspects facilities to identify pollution potential; trains employees on best practices for material handling and spill prevention; and provides assistance and guidance to other city divisions on best management practices regarding related issues, such as salt, leaf collection, sweeping, material handling, storage and application, sediment and erosion reduction practices, etc.
Ensures compliance with flood control and habitat standards: reviews properties that may change imperviousness to determine if flood control structures need to be implemented; reviews imperviousness coefficients and calculates the sizing of structures; evaluates drainage systems to determine flood control projects and their effects to local water bodies; and inspects flood control and habitat restoration projects.
Inspects and maintains stormwater infrastructure and Geographic Information System (GIS) database: inspects MS4 system components, drainage complaints, and ditches; maintains list of ownership and maintenance responsibilities; evaluates condition of ditches under City control; recommends related maintenance practices; obtains quotes for work; evaluates work after completion; provides drainage mapping to property owners; reviews and approves/denies storm tap permit requests; and maintains storm layers in the GIS, such as updating structure locations, flow paths, and attributes, and adding new structures.
Performs public relations duties: receives and responds to public inquiries regarding MS4 programs and activities and makes appropriate recommendations; attends and participates in various boards, committees, and task forces; provides information and makes presentations.
Maintains comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures: maintains an awareness of new equipment, procedures, trends, and advances in the profession; maintains required certifications; and participates in continuing education and training activities.
Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, construction plans, drainage calculations, SWPPP plans, storm tap permits, annual regulatory reports, IDDE plans, purchase orders, grant applications, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with supervisor, other City employees, contractors, the public, community partners, other industry professionals, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive/give advice and direction, or resolve problems.
Operates a variety of equipment and tools as necessary to complete essential functions: operates and utilizes a motor vehicle, GPS, sampling equipment, hand tools, and related equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, database, desktop publishing, Internet, e-mail, or other software; and operates general office or other equipment.
