General DescriptionThe purpose of this class within the organization is to coordinate the development of complex operating and capital budgets to balance the needs and resources of the department. This class works under general supervision, independently developing work methods and sequences. Duties and ResponsibilitiesThe functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
EXAMPLE OF DUTIES
Essential Functions: Provides a full range of financial information, analysis and support to the department. Analyzes and interprets financial reports of revenues, operations, capital projects, and loans. Prepares projections used for planning purposes. Prepares annual rates and fees worksheets. Plans, coordinates, and evaluates activities associated with assigned contracts. Participates in research and evaluation of proposed contractual obligations and agreements. Coordinates grant administration; prepares, writes, reviews, and monitors grant applications; monitors existing programs for compliance with regulations; and prepares and submits requests for grant and loan disbursements for assigned projects. Reviews capital project expenditures and prepares reports. Assembles or formulates statistical analysis and program performance projects. Prepares revenue and expenditure forecast. Maintains and updates project files in the financial cost control system and maintains current files on revenue and expenditure accounts. Monitors and assists in the planning, review, and preparation of various department budgets and programs. Performs analysis of expenditure trends to determine significant variations from the budget. Develops policy and procedure recommendations for ensuring accurate documentation of decisions made and appropriate handling of confidential data. Records, monitors, and notifies appropriate billing relative to transit vendors. Processes payments requests. Provides budgetary data and analysis for department directors and managers. Assists managers with reports for audits, triennial reviews and applicable regulations. Additional Duties: Assists in contract negotiations and administration. Monitors compliance with applicable contractual agreements. Assists with workshops and City Council presentations. May supervisor the work of administrative support staff.
