Under general supervision, oversees the creative services functions of the Communications Department; directs broadcast, digital media, and design staff; provides effective project management for critical public communications efforts; works collaboratively with City departments to provide high quality internal and external communications; serves as backup to the Director of Communications.
  • Highly skilled proofreader and copywriter with extensive expertise in crafting, editing, and refining content across various platforms, including print, digital media, and video. Adept at ensuring clarity, consistency, and accuracy, while tailoring messaging to engage diverse audiences. Experienced in developing compelling narratives, maintaining brand voice, and optimizing content for maximum impact in both traditional and modern communication channels.
  • On-air video experience, demonstrating professionalism, poise, and strong communication skills in front of the camera. Skilled at delivering clear, engaging, and impactful messaging for diverse audiences, whether hosting live broadcasts, recorded segments, or interviews. 
  • Additionally, experienced emcee with a proven ability to captivate audiences, manage event flow, and adapt to various settings, including formal ceremonies, community events, and corporate functions. Adept at creating a dynamic and engaging atmosphere that resonates with viewers and attendees alike. 
  • Experience in video production, including shooting, editing, and graphic design, with a keen eye for detail and storytelling. Skilled in operating professional cameras, capturing high-quality footage, and employing advanced video editing techniques to produce polished and visually compelling content. Proficient in graphic design, integrating custom visuals, motion graphics, and branding elements to enhance video projects and maintain a cohesive aesthetic. Adept at managing the entire production process, from concept development to final delivery, ensuring seamless execution and alignment with project objectives.
  • Plans, directs, reviews, and evaluates the staff and functions of the Communications and Marketing Department through effective planning, staff management, resource allocation and effective customer service; manages and directs creative services programs for internal and external communications, including broadcast, digital media, social media presence, and style and branding oversight. 
  • Serves as a project manager, coordinates design and publication of internal and external communications. 
  • Provides oversight of City social media accounts. Interacts, and monitors staff interactions, with residents and visitors through the website and social media accounts in a professional and timely manner. 
  • Drives resident engagement projects and aligns engagement efforts with video and social media campaigns; works with Communications and Marketing team to measure results of engagement and communications campaigns.
  • Maintains archives for social media to comply with open records. 
  • Supports continual improvement in the delivery of customer services and departmental performance. Coordinates internal training on communications, software, media, and other projects as needed. 
  • Develops and evaluates budget requests, monitors budget expenditures, makes adjustments as necessary, and reports budget information; assist with Communications request for proposals from various vendors who assist with communications functions and engagements.
  • Hires, supervises, provides daily coaching, and evaluates Communications and Marketing staff; meets regularly with staff to discuss and resolve technical issues. 
  • Supports the relationship between the City of Pflugerville and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and City staff; maintains confidentiality of work- related issues and City information. 
  • Supports city events and programs with ongoing promotions.
  • Serves as a liaison between the Communications Department and the People and Culture Department (P C) and is responsible for the creation, revision, and implementation of internal communications plans in partnership with P C.
  • Supports Communications Director and Public Information Officer with communications functions in the Emergency Operations Center and Emergency Events Center when activation occurs.  
  • Performs other duties as required or assigned.

Formal Education: Bachelor’s degree in public relations, Communications, or a related field. Master’s degree in communications, Public Administration or a similar field is preferred.
Relatable Work Experience: Six (6) years of progressively responsible experience in communications with three (3) years of experience in a writing-intensive position and two (2) years of supervisory experience. Experience preferably in government or related function. Demonstrated experience in working with print, broadcast and internet-based media.
Training, Licenses, and Certifications: Valid Texas driver license with driving record that meets City guidelines; Certified Public Communicator is preferred.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Management abilities including planning, organizing, and budgeting, problem analysis and decision-making, leadership, adaptability/flexibility, stress tolerance, time management, and interpersonal sensitivity.
Knowledge of applicable state, city and federal regulations/guidelines pertaining to areas of responsibility and overall city operations.
Knowledge of public opinion research techniques and various methods of application in governmental issues
Knowledge of computer graphic design skills and with publication and web-based software applications.
Knowledge of print, electronic, radio/television, and social media used to distribute public information
Knowledge of Public Information Act, its application and compliance requirements.
Skill in utilizing a personal computer, associated software programs, including Windows/Microsoft Office applications.
Skill of word processing, spreadsheet, website development, and data inquiry software.
Ability to establish and maintain professionally effective working relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.
Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
Subject to sitting and standing to perform essential functions in an office environment, occasional outdoor work.
Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment
Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required; May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.

Salary : $93,418 - $116,773
