About This Position
The Public Works Department is seeking to fill a Deputy Director vacancy for the Solid Waste Division - Customer Engagement Services section. The Customer Engagement Services section includes dedicated teams for the solid waste customer contact center, billing and accounting, and code enforcement and education. This section interacts with multiple departments, council offices and community leaders to communicate solid waste service changes and provide solid waste service solutions to various customers.
The Deputy Public Works Director plans for the future needs of the department, other City departments, and the community by developing and presenting policy and operational recommendations to department and city management. This position also develops and implements programs, policies, and procedures for an assigned division and as a team member in broad program areas. Assignments are broad in scope and require the use of independent judgment and initiative in making technical decisions and policy recommendations of considerable difficulty.
The Deputy's work assignments are broad in scope and require knowledge of city rules and regulations, financial forecast and budgeting methodologies, contract and procurement administration, legal protocol, communications, and sound business processes.

Work is performed under the direction of an Assistant Public Works Director and performance is evaluated on the basis of results achieved.
IDEAL CANDIDATE
The ideal candidate for this position has a strong foundation of a customer service industry, including knowledge of municipal code enforcement. The ability to determine best practices, implement systems and work collaboratively. This individual will have strong labor relations experience and the ability to work cross functionally with other departments in the City.
Strong analytical, problem-solving, and decision-making skills, with a track record of driving operational efficiency and sustainability.
Excellent communication and interpersonal skills to engage with stakeholders, including elected officials, city departments, and community partners.
Comprehensive understanding of the philosophy of "Completed Staff Work" and accountability of self and others.
Emotionally intelligent and self-aware leader willing to do what is right and not what is easy.
SALARY
Pay Range: $123,802.00 - $168,210.00 annually.
Hiring Range:$123,802.00 - $150,000.00 annually.

Responsibilities
- Plans, directs, and supervises professional staff engaged in analyzing, installing, improving, and operating department management, administrative, and financial systems and controls;
- Provides overall administration and direction for the division.
- Establishes, manages, and monitors personnel and fiscal management controls;
- Analyzes costs and production data to increase the cost effectiveness of operations;
- Manages the department's financial condition;
- Researches and responds to questions or problems raised by City Council and City Manager staff, other City departments, outside agencies, and the public;
- Participates and leads various interdepartmental project groups, special projects and task forces;
- Develops recommendations for process improvements;
- Writes or directs the preparation of comprehensive management reports; Recommends consistent disciplinary policies and procedures to department management;
- Interacts with other City departments on matters affecting department and city operations;
- Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.

- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.

Minimum Qualifications
- Five years of responsible experience in public works operations or administration.
- Three years in a supervisory and administrative capacity.
- Bachelor's degree in business or public administration or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

- A master's degree in business or public administration, management, or a related field.
- Proven leadership experience, including managing multi-faceted operations or multi-disciplinary staff.
- Experience working with labor groups.
- Experience working with elected officials.
- Experience managing large operations.
- Experience working with task forces, department- or citywide initiatives, and inter-departmental work groups.
- Experience developing and delivering presentations to committees, boards, and community groups.
- Experience with Legistar and Council reporting processes.
