About This Position

The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life for Phoenix residents by providing a comprehensive array of services to help people meet emergency, short-and long-term needs; and to help every individual reach their highest level of self-sufficiency. HSD offers a wide variety of programs for children, adults, and families at numerous locations throughout the city.

Currently, there is a vacancy for a Caseworker III in the HSD Community Services and Initiatives Division.

The Caseworker III may supervise professional and paraprofessional staff and perform a variety of administrative duties in support of the newly launched Eviction Legal Services Program. Duties include assisting a program coordinator or center supervisor in the development of policies and procedures and completion of various reports. Work involves supervising the development and monitoring of complex program implementation plans and contracted services designed to assist clients to resolve their legal eviction crisis, become self-sufficient, and become/remain stably housed. Client problems related to areas such as finances, education, employment, housing, mental health, and substance abuse lead to emergency crisis situations. Resolution involves triage and assessment, interviewing clients, determining eligibility for services, identifying problems, and referral to legal services providers and collateral social services. Work may include providing assistance on difficult and complex cases, interacting with and managing legal services contracts, collecting, analyzing, and summarizing contractor performance data, and coordinating advocacy programs. General supervision is received from a Human Services Program Coordinator and work is evaluated on results obtained.

Successful candidates will be able to work in tandem with other supervisors, work across organizational lines, and work in harmony with team members. Thye'll also possess good client engagement and de-escalation skills, respond to high level referrals efficiently, resolve customer concerns in a diplomatic manner, and can work in a highly independent role making sound decisions in accordance with regulations and established agency policies and procedures.

This temporary position is intended for the duration of the Eviction Legal Services Program. This position may be funded through June of 2026 or until grant funds are exhausted. The temporary position will have benefits but will not earn city retirement credits or participate financially into the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered ¿at-will¿ and employees may be separated at any time.

SALARY

Pay Range: $57,179 to $107,806 annually.

Hiring Range: $57,179 to $84,468 annually.

Minimum Qualifications

  • Three years of case management or counseling experience in a recognized social service agency
  • Including some lead or supervisory experience
  • Bachelor's degree in social work, business, or related field
  • Other combinations of experience and education that meet the minimum requirements may be substituted

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Experience working with economically disadvantaged and culturally diverse populations.
  • Experience determining eligibility for social services within a federally funded program.
  • Experience providing crisis intervention, stabilization, case work or counseling.
  • Experience developing resources and/or working with community partners.
  • Experience with gathering information, statistics, and report writing
  • Experience with community outreach and marketing.
  • Proficiency using Microsoft Word and Excel.
