ABOUT THIS POSITION

The Traffic Services division is responsible for ensuring the safe movement of vehicles, bicyclists, and pedestrians. These positions will provide leadership, technical analysis, design guidance, budget oversight, and quality assurance for a wide range of City and non-City projects. This position will be required to make decisions and key recommendations on all projects, using technical and communication skills to shape tactical and strategic outcomes, covering a broad range of operational elements.


The Traffic Engineering Supervisor represents the City in meetings with city, county, state, and federal agencies, as well as other public agencies, community/residential and stakeholder groups, and professional organizations. These positions must perform work that requires a high level of competence and expertise, critical thinking, and strong interpersonal skills to successfully deal with a wide range of stakeholders. Some of these speaking events are held after normal work hours and occasionally on weekends, requiring flexibility of scheduled work hours.


Currently, there are two Traffic Engineering Supervisor vacancies in the Street Transportation Department in the Traffic Services Division. Both positions supervise directly and indirectly professional, para-professional office, and field staff.


Traffic Design: This position will oversee the daily administrative and technical functions related to the Traffic Services Division's Traffic Design teams and programs. Traffic Design directs and manages work in the following sections:

  • Traffic signal and Streetlight design and project management, including funding and scheduling, and construction.
  • New traffic signal requests and rebuilds.
  • Signing and pavement marking design.
  • Creating departmental/divisional standards, guidelines, specifications and standard operating procedures to meet City safety goals outlined in the City of Phoenix's Road Safety Action Plan.


Traffic Operations: This position will oversee the daily administrative and technical functions related to the Traffic Services Division's Arterial Management and Intelligent Transportation Systems teams and programs and manages work in the following sections:

Traffic Management Center:

  • The KITS Advanced Traffic Management System.
  • Signal timing of the City's 1200 traffic signals.
  • Communications (fiber and radio) networks.
  • Nationally recognized connected vehicle deployments.
  • Work associated with the region's light rail systems.


Signal Shop, including:

  • Overseeing traffic signal and signal communications construction and maintenance, as well as electrical safety.
  • Overseeing citywide signing and pavement markings.



IDEAL CANDIDATE

  • Knowledge of:
  • Multi-modal transportation planning, policy and engineering.
  • MUTCD, NACTO, and other industry standard traffic engineering practices.
  • Principles and practices of employee supervision.
  • Basic principles and practices of budget development, administration, and accountability.
  • Ability to:
  • Give technical presentations to agencies, the City Council, boards, commissions and the general public.
  • Prepare clear and concise reports, correspondence, policies, procedures and other written materials.
  • Maintain a professional demeanor and soft skills to work cooperatively with internal and external customers.



SALARY

Pay Range: $102,668 to $151,694 annually.

Hiring Range: $102,668 to $131,040 annually.

MINIMUM QUALIFICATIONS

  • Five years of professional traffic engineering experience in a technical capacity.
  • One year of supervisory experience at a Traffic Engineer III level.
  • Bachelor's degree in engineering, transportation engineering, traffic engineering, or a directly related field; Master's degree preferred.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current certification as a Professional Traffic Operations Engineer preferred.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Experience applying MUTCD and other industry standard traffic engineering practices.
  • Experience maintaining a professional demeanor and soft skills to work cooperatively with internal and external customers.
