JOB SUMMARY
This position performs technical duties in support of the city’s engineering functions.
MAJOR DUTIES
- Assesses curb and gutter conditions to determine replacement and repair priorities; compiles data to establish curb and gutter quantities to be put out for bid.
- Acts as survey crew leader; performs various survey tasks, including construction staking, topographical surveys, boundary and property surveys, as-built surveys, etc.; operates surveying equipment and performs surveying computations; trains co-workers in the operation of survey equipment.
- Researches, designs, and provides drawings for storm and sanitary sewer structures.
- Coordinates and supervises contractors performing curb and gutter projects and other projects.
- Maintains inventory and asset management records for storm and sanitary sewer items; maintains inventory of ADA sidewalk panels.
- Maintains all as-built data and provides data to update city maps.
- Assists the general public and contractors by providing information about city ordinances and design standards; resolves problems and complaints.
- Follows-up on all city right-of-way permits filed with the city.
- Acquires DOT right-of-way permits as needed.
- Identifies hazardous sidewalks and notifies landowners of repairs.
- Develops, drafts, and submits section 404 permits with the US Army Corps of Engineers.
- Attendance is an essential function of this position.
- Performs related duties.

SUPERVISORY CONTROLS
The City Engineer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include city ordinances, South Dakota Department of Transportation standard specifications for roads and bridges, state laws, the Manual of Uniform Traffic Control Devices, ADA requirements, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied technical duties. The variety and number of projects combined with the need for accuracy contributes to the complexity of the work.
- The purpose of this position is to provide technical support for the city’s engineering functions. Successful performance contributes to design and construction of city infrastructure.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while standing or walking. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and heavy traffic.

Qualifications
Applicants must have basic knowledge of Microsoft Office, excellent oral and written communications skills and proven experience in providing customer service. Experience with surveying is preferred. Civil engineering design and infrastructure construction would be beneficial.
