Nature of Work
This is very responsible professional and administrative work assisting with the responsibility for all public Mass Transit operations for the City of Pigeon Forge. Activities associated with the job include planning and overseeing regularly scheduled Mass Transit operations and route scheduling, researching federal and state sources for grants and funding assistance, overseeing the preparation and submission of financial records and reports and preparing contracts and resolutions for submission to the City Manager and City Commission. Additional activities include designing and implementing market surveys, preparing and monitoring operational budgets, serving on boards and committees involved with public Mass Transit activities and responding to complaints regarding Mass Transit services. Job related duties require extensive knowledge of public Mass Transit operations and the operation of public Mass Transit vehicles, extensive knowledge of routine and preventive maintenance procedures required to ensure the safe operations of vehicles and related equipment, extensive supervisory experience, considerable experience preparing grants applications and developing and monitoring budgets and excellent organizational, interpersonal and decision-making skills. Job performance is evaluated by the City Manager/ Assistant City Manager/ Transit Director through review of the efficiency and timeliness of Mass Transit operations, knowledge of public Mass Transit operations and vehicle maintenance procedures, effectiveness of operational policies and procedures, ability to effectively supervise and direct the activities of employees, development and conformance to departmental objectives, ability to acquire additional funding to support departmental operations and organizational, interpersonal and decision making skills.

- Oversees and assists with the responsibility for the management of all public Mass Transit operations.
- Assists with establishing and implementing departmental operating policies and procedures to ensure the efficient and effective delivery of public Mass Transit services.
- Researches federal and state sources for available funding assistance, oversees and/or assists with grant applications and organizes public meetings when necessary.
- Oversees expenditures of grant funds and documentation reporting on approved grants.
- Oversees procurement and purchasing for all Transit operations including grants.
- Assists with the preparation of financial records and reports and submits to the finance department in accordance with established schedules.
- Assists with preparation of contracts and resolutions pertaining to Mass Transit operations for the City Manager and City Commission.
- Oversees (with assistance from the Transit Director) the design and implementation of marketing campaigns, and information and promotion programs including Social Media.
- Assists with the preparation of annual operating budgets, monitors the receipt and expenditure of funds and oversees the purchasing and equipment, supplies and materials.
- Serves on a variety of special boards and committees involving Mass Transit issues and initiatives.
- Monitors Mass Transit routes to ensure conformance with established routes and schedules and initiates corrective actions as appropriate.
- Oversees Mass Transit Drivers to ensure compliance with established operational policies and procedures.
- Prepares reports of departmental operations and assists with the maintenance of files and related documentation.
- Oversees with monitoring weather conditions and the conditions of streets and makes the final decision for alternate routes when needed.
- Oversees with ensuring that Mass Transit operations begin on time in accordance with established schedules and routes.
- Responds to complaints regarding public Mass Transit operations and notifies appropriate city officials when necessary.
- Oversees, (with assistance from the Transit Director) with supervising and directing the daily activities of Mass Transit Drivers and other maintenance and administrative staff.
- Assists with inspecting Mass Transit vehicles for damage and needed repairs and coordinating major vehicle repair activities with the service center.
- Assists with reviewing accident reports to ascertain operator error and/or responsibility.
- Assists with training Mass Transit Drivers in the operation of the Global Positioning Satellite System and Intelligent Transportation System.
- Assists with reviewing trip records including fares, mileage, vehicle and equipment defects, etc.
- Utilizes radio equipment to report unusual traffic conditions, equipment malfunctions, passenger emergencies or other problems.
- Participates in specialized training classes including Defensive Driving, ADA, DUI, sexual harassment, etc.
- Attends City Commission meetings, departmental meetings, etc. that have dealings with the Mass Transit Dept.
- Attends conferences, workshops, seminars, etc. to remain current on issues affecting Mass Transit operations.
- Assist with human resource issues including the selection, evaluation and discipline and/or discharge of staff.
- Assists and/or performs disciplinary and dismissal proceedings
- Performs related duties as required.
Necessary Requirements of Work
Graduation from an accredited four year high school (Associate Degree in Business Administration, Transportation or related field preferred); extensive supervisory experience; extensive knowledge of state and local regulations governing public Mass Transit operations; extensive knowledge of city streets and roadways; considerable experience preparing grant applications and operating budgets; extensive knowledge in grant procurement purchasing and reporting; excellent organizational, interpersonal and decision making skills; valid driver’s license (CDL, Class B with passenger endorsement preferred); or any equivalent combination of education and/or experience to provide the following knowledge, abilities and skills:
- Extensive knowledge of federal, state and local laws and regulations governing public Mass Transit operations.
- Extensive knowledge of operating techniques and practices required for the safe operation of public Mass Transit vehicles and equipment.
- Extensive knowledge of Mass Transit fares, passes, and tickets established for public Mass Transit operations.
- Extensive knowledge of state and local traffic rules and regulations governing the operation of public Mass Transit vehicles.
- Extensive knowledge of local city streets and roadways including one-way streets, traffic signals, cross walks, etc.
- Extensive knowledge of established routes and schedules for public Mass Transit operations.
- Extensive knowledge of routine and preventive maintenance inspections and repairs associated with public Mass Transit vehicles and equipment.
- Extensive knowledge of the proper use of specialized equipment including Intelligent Transportation and Global Positioning equipment and two-way radios.
- Thorough knowledge of Title VI regulations pertaining to public Mass Transit operations.
- Thorough knowledge of effective supervisory techniques and practices including the selection, evaluation, motivation and discipline and/or discharge of assigned staff.
- Thorough knowledge of budgeting techniques and practices including the development of annual operating budgets, monitoring receipts and expenditures, reconciliation of accounts, use of internal controls, etc.

Physical Requirements
- This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects;

Necessary Special Requirements
- Commercial drivers license (CDL) Class B with a passenger endorsement preferred. CDL can be acquired after obtaining the position.
- Incumbents are subject to random drug tests in accordance with DOT regulations.
- Possession of third-party certification.
