If you're ready to take charge of exciting projects and make a difference, apply today through NeoGov—this posting may close at any time.DEFINITIONProvides a variety of professional technical and management support to the Public Works Department by overseeing projects, programs and agreements; plans, coordinates, and supervises the development and implementation of the City’s Capital Improvement Program (CIP); acts as liaison for the City with a variety of private, public and community organizations and regulatory agencies; conducts studies, develops recommendations for action and policies and procedures; prepares complex technical contract documents for a wide range of public projects; responsible for regulatory compliance of the City’s solid waste, recycling, composting, waste prevention, stormwater quality and environmental programs; provides highly complex and responsible support to the City management staff, and performs related work as assigned. SUPERVISION RECEIVED AND EXERCISEDReceives general direction from the Public Works Director. Exercises direct and general supervision over professional, technical, and administrative support staff. CLASS CHARACTERISTICSThis single-position class serves in a management capacity over multiple technical and specialized public works programs/projects and oversees regulatory compliance. An incumbent in this class is responsible for the successful completion of assigned projects within the parameters of designated budget constraints, established timelines, allotted resources, and operational objectives. The position is also responsible for providing leadership to successfully maximize operational and administrative effectiveness, resource efficiency, and positive community relations regarding assigned projects. Successful performance of the work requires comprehensive specialized and technical knowledge and expertise in all aspects of public works activities and related project management. This class requires a high level of initiative, sound judgment, communication skills, as well as strong management and leadership skills.

EXAMPLE OF DUTIES
  • In collaboration with department heads and related staff, leads the development and production of the annual Five-Year Capital Improvement Plan.• Manages capital improvement project programming, budgeting, scheduling, updating, and monitoring.• Facilitates the timely and efficient completion of planned projects in accordance with established guidelines, specifications, and financial constraints.• Participates in the development, administration, and monitoring of assigned program budget(s) and fiscal activities; submits budget recommendations; monitors expenditures; and projects future funding needs.• Prepares requests for bids/proposals, solicits and reviews bids and negotiates agreements for City projects and services; and administers project funds and prepares required records and reports.• Develops, negotiates, and monitors a variety of construction and professional service agreements.• Manages procurement processes including management of contractors, work orders, contract amendments, and invoicing.• Coordinates, monitors, and participates in the preparation of documentation and recordkeeping in compliance with local, state, and federal procedural requirements related to public works/capital improvement projects.• Acts as a technical and knowledgeable resource for management and conducts necessary research regarding proposed and/or current projects; locates resources, conducts feasibility studies, and participates in the planning and design aspects of capital projects.• Prepares, coordinates, and/or review engineering plans, technical specifications, and cost estimates for capital projects.• Prepares a wide variety of correspondence, staff reports, resolutions, and presentations to City Council and committees.• Monitors and inspects capital improvement and other construction projects; reviews work performed, and invoices submitted and authorizes progress payments as appropriate.• Manages the City’s solid waste, recycling, and organics collection franchise agreement.• Responsible for regulatory compliance with State solid waste and recycling legislation and regulations.• Responsible for compliance with the Municipal Regional Stormwater permit.• Manages solid waste, recycling, stormwater quality and environmental programs.• Serves on multi-jurisdictional regional and Countywide committees to coordinate stormwater and solid waste/recycling regulatory compliance. Knowledge of: • Engineering principles, practices, and procedures in a municipal setting.• Functions and services of a municipal government.• Principles and techniques of conduction analytical studies, evaluating alternatives and making sound recommendations.• Principles of project management and supervision.• Basic supervisory principles and practices.• Basic budgetary and contract administration practices in a public agency.• Principles of contract negotiation and administration.• Applicable laws, codes, and regulations.• Computer applications related to the work.• Techniques for making effective public presentations.• Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional and regulatory organizations.• Techniques for effectively dealing with a variety of individuals from various socio-economic, cultural, and ethnic backgrounds.Skill in: • Developing and implementing goals, objectives, policies, procedures, work standards and internal controls for assigned projects.• Developing and administering capital improvement budget.• Conducting complex administrative, operational, and financial studies, evaluating alternatives, making sound recommendations and preparing effective narrative and statistical reports.• Interpreting, applying, and explaining complex laws, codes, regulations and ordinances.• Making effective presentations to groups.• Preparing clear and concise reports, correspondence, policies, presentations, procedures and other written materials.• Organizing own work, setting priorities, effectively multi-tasking and meeting critical deadlines.• Maintaining accurate records and files.• Using tact, initiative, prudence and independent judgment within general policy and legal guidelines.• Effectively representing the departments and the City in meetings with governmental agencies, contractors, applicants and various professional and regulatory organizations.• Effectively supervising subordinate staff.
SUPPLEMENTAL INFORMATION
Working Conditions: Work is predominately performed in an office and field environment. Must be able to attend off-hours meetings and travel to sites out of the City. Physical Demands: Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer and to inspect various sites and attend meetings away from City Hall; Requires the ability to sit at desk for long periods of time and intermittently walk, stand, climb, balance, stoop, kneel, crouch, crawl and reach while performing office duties and/or field work; lift and/or move up to 25 pounds; use hands to finger, handle, feel or operate objects, tools and controls; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone.
