The City of Pittsburg in California seeks a SENIOR FINANCIAL ANALYST for the Finance Department. 

We are seeking an experienced and detail-oriented Senior Financial Analyst to join our team. This position plays a critical role in ensuring the financial integrity and compliance of the organization by conducting audits, analyzing financial data, and preparing reports to guide decision-making. The ideal candidate will have strong analytical skills, expertise in auditing procedures, and the ability to thrive in a fast-paced environment.

Ideal Candidate for Senior Financial Analyst:
  • Strong knowledge of GAAP, auditing standards, and financial regulations to oversee, maintain, and reconcile data.
  • Experience in coordinating and preparing Annual Comprehensive Financial Reports
  • Strong experience in supporting an annual budget process and comfortable making financial recommendations to help in decision-making.
  • Proficiency in financial analysis tools and software, including ERP systems, and audit software.
  • Advanced proficiency in financial modeling and reporting
  • Ability to interpret financial data, analyze trends and forecast, notice any discrepancies in the data, and to make recommendations to management; Proactively identifies issues and implements effective solutions.
  • Ability to prepare clear, concise and highly accurate reports and other written materials.
  • Self-starter, problem solver who embraces challenges, and strong attention to detail; Stays current on changes in financial regulations and ensure compliance with applicable laws
  • Knowledge and experience with Microsoft Office Suite tools (Word, Outlook, and PowerPoint); Advanced proficiency level of Excel is required;
  • Great interpersonal skills and ability to work collaboratively with all City Departments/Divisions;
  • Be a team player who will enjoy working with all faucets of the organization;
  • Strategic thinker, able to communicate financial analyses to any level of the organization; excellent written and service-oriented skills;
  • Flexible and adaptable to change; able to prioritize and efficiently manage multiple assignments; be able to pivot to adjust to changing priorities with little notice;
  • Possess exceptional management and organizational abilities to adhere to strict deadlines and provide timely response to requests. 
  • Demonstrates professionalism and adherence to ethical standards in financial practices.

Desired but not required:
  • Experience working on ERP finance related projects;
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or related certification.

The Finance Department is responsible for accounting operations, payroll, utility billing, budget, financial reporting, debt issuance and management, risk management programs and investments for all of the City departments and agencies within the framework of City policies and procedures.  The Finance team strives for progressive investment in our community's future, as well as in our organization and staff, so that the City of Pittsburg can operate efficiently and effectively.

The City of Pittsburg is a full-service city following the council-manager form of government. Key Responsibilities:
Comprehensive Annual Financial Report (ACFR) Preparation:
  • Lead the preparation and coordination of the Annual Comprehensive Financial Report (ACFR) in compliance with GASB standards.
  • Ensure the accuracy, completeness, and timeliness of financial statements and supplementary information.
  • Collaborate with internal and external auditors during the audit of the ACFR.

 

Accounting and Financial Reporting:
  • Oversee governmental accounting functions, including the maintenance of general ledger accounts and the reconciliation of financial data.
  • Prepare and analyze monthly, quarterly, and annual financial reports for internal and external stakeholders.
  • Monitor compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) guidelines, and other regulatory requirements.


Budgetary Support and Analysis:
  • Assist in the preparation, analysis, and monitoring of departmental budgets, ensuring alignment with organizational goals and objectives.
  • Provide financial insights and recommendations to management for budget planning and execution.
  • Perform variance analysis and track financial performance against budgetary projections.

 

Audit and Compliance:
  • Act as the primary liaison with auditors, ensuring timely responses to audit requests and resolving findings.
  • Evaluate and implement internal controls to enhance compliance and safeguard assets.
  • Stay informed on updates to federal, state, and local regulations impacting financial reporting and implement necessary changes.

 

Data Analysis and Decision Support:
  • Perform advanced financial modeling and analysis to support strategic decision-making.
  • Evaluate financial performance trends and key metrics, providing actionable insights to leadership.
  • Develop and maintain dashboards and financial reports to facilitate transparency and accountability.


Policy Development and Implementation:
  • Draft and update financial policies and procedures to ensure consistency and compliance with regulatory standards.
  • Lead the implementation of new GASB pronouncements and other regulatory requirements affecting financial reporting.

 

Stakeholder Collaboration:
  • Collaborate with various departments to collect and validate financial data for reporting purposes.
  • Communicate complex financial information clearly and effectively to non-financial stakeholders.
  • System Optimization and Technology Integration:
    • Manage and enhance accounting systems to streamline processes and improve data accuracy.
    • Participate in the evaluation and implementation of financial software upgrades or new systems.

 

Training and Mentorship:
  • Provide training and guidance to junior financial analysts and accounting staff on financial reporting standards and best practices.
  • Lead knowledge-sharing initiatives to promote a culture of continuous learning within the department.

 

Special Projects:
  • Lead or participate in special projects, such as grant compliance reviews, financial feasibility studies, or cost-saving initiatives.
  • Support cross-departmental initiatives that require financial expertise and strategic input.


Duties from Job Specification:
  • Plan, prioritize, lead, review and participate in the work of staff engaged in professional financial analytical work in a variety of areas such as accounting, budget, debt financing and revenue collection.
  • Develop schedules and methods to accomplish assignments ensuring all work is completed in a timely and efficient manner.
  • Participate in evaluating the activities of staff, recommending improvements and modifications.
  • Provide or coordinate staff training; work with employees to correct deficiencies. 
  • Prepare complex financial statements, standardized, and special reports for activities such as financial reporting, budgeting, revenue estimation, grants, purchasing, contracts, and other accounting transactions. 
  • Perform professional technical and analytical work in the areas of City-wide budget development, monitoring and implementation. 
  • Analyze and recommend budget funding levels and determine the impact of programs.
  • Assist in coordinating the City budget process, including the preparation of budget instructions and budget documents. 
  • Develop and implement training for City staff related to annual budgeting, budget adjustments and use of the City’s financial system. 
  • Forecast, analyze and monitor City revenues and expenditures throughout the year, ensuring compliance with adopted fiscal initiatives, financial policies, guidelines and procedures.
  • Conduct financial analysis by monitoring, reviewing, and analyzing current and historical financial and budget information. 
  • Prepare monthly financial statements related to area of assignment. 
  • Audit, analyze, and reconcile accounts related to area of assignment. 
  • Serve as subject matter expert and perform complex financial analysis as requested by City Council, executive management, department management and outside agencies. 
  • Develop and maintain complex computer spreadsheet models, databases, and queries. 
  • Demonstrate a detailed understanding of applicable policies, procedures and work methods associated with assigned duties, department, and program/work unit. 
  • Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.

Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be:
 
Education:  Possession of the equivalent of a bachelor’s degree from an accredited college or university with major coursework in finance, accounting, economics, public administration, business administration or another field of study applicable to the responsibilities and requirements of this job class. 

Experience:  Four years of progressively responsible experience in finance, budgeting, or accounting.

Working Conditions:  Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may be required to work outside of normal business including evenings and weekends and travel is rare.

Knowledge of:
  • Principles and practices of budget development, financial accounting, analysis and reporting, cost-benefit analysis, policy analysis and long-range financial planning.
  • Principles and practices of statistical analysis with extensive knowledge of spreadsheet programs.
  • City policies pertaining to accounting and financial reporting; principles and practices of governmental financial reporting requirements
  • Budgeting and forecasting procedures and techniques
  • Principles and practices of technical and functional supervision and training. 
  • Advanced principles and practices of financial reporting, accounting, auditing, and/or budgeting; computerized financial reporting systems and computer applications.
  • Pertinent local, State and Federal rules, regulations and laws. 
  • Modern office practices, methods, and computer equipment including relevant software programs.
  • Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation.

Ability to:
  • Provide technical and functional supervision over assigned staff; effectively train staff.
  • Perform complex financial mathematical computations rapidly and accurately.

  • Observe and solve problems related to operational and technical policy and procedures.
  • Manage departmental projects that require coordination with internal/external contacts.
  • Design/develop detailed financial forecasting system to project cash flows.
  • Prepare complex financial spreadsheets utilizing macros.
  • Understand and carry out oral and written instructions and prioritize workload to meet deadlines. 
  • Read, write and comprehend the English language at a level necessary for effective job performance exercising correct English usage, vocabulary, spelling, grammar and punctuation.
  • Communicate effectively, tactfully and positively in both oral and written form.
  • Operate and use modern office equipment and technology, including computers and applicable software.
  • Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities. 
  • Utilize appropriate safety procedures and practices for assigned duties.
  • Perform the most complex duties related to financial analytical duties.
