Assists with daily supervision of the Bureau of Animal Care & Control. As needed, directs and coordinates the operation and personnel of the Bureau, which may include but is not limited to personnel assignment, training, resolving inquiries and concerns from citizens and residents, reviewing officer reports, program management, and vehicle and equipment maintenance.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.  You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show four (4) years of full-time experience in animal control or related duties, such as Veterinary Technician, Animal Keeper, Zoo Keeper, including experience in euthanasia. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a high school diploma or GED. 
  • EQUIVALENCY:  None permitted for this position.  Therefore, no education/training and/or work experience may be substituted toward the qualifying requirements listed above.
If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s).  You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position.  Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

  • Performance:  None required for this position.
  • Medical:  Required (including Color Vision Exam).
  • Assists supervisor in the operations of the Bureau of Animal Care & Control in the Department of Public Safety, and functions as such when necessary.
  • Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required, in the office or field.
  • Inspects personnel, uniforms, officer equipment and work trucks and truck equipment; schedules vehicle maintenance and repair.
  • Issues and discusses animal control citations with residents.
  • Receives and responds to inquiries and complaints from citizens involving animals throughout the city.
  • Schedules court hearings on animal control violations.
  • Requests criminal filings and appears in court when required.
  • Reviews and investigates complex cases involving enforcement of animal control regulations which are likely to require knowledge of court decisions or intent of the law.
  • Conducts educational programs for various public groups regarding proper animal care and control.
  • Serves as liaison between City and animal care agencies (e.g., Humane Animal Rescue of Pittsburgh, Pennsylvania State Game Commission, County Public Health Department, other local animal shelter officials, etc.).
  • Evaluates candidates for employment as Animal Care & Control Officers.
  • Maintains records (e.g., personnel, animal control, inventory, etc.) and prepares accurate reports.
  • Observes and enforces strict adherence to safety regulations and safe work practices, particularly in the handling of animals and the operation of patrol vehicles.
  • Reviews reports filed and citations prepared by Animal Care & Control Officers for completeness and accuracy; advises necessary corrections and refers reports to higher-level personnel.
  • Provides other Public Safety bureaus with training, education, and response involving animals.
  • Performs activities and functions of related lower-level personnel and other related task/duties as required.
