Oversees PLI’s code enforcement division in conformance with applicable regulations, ordinances, codes, standards, and accepted design, engineering, and construction practices. Oversees PLI’s capital budget program to demolish condemned properties in conformance with the City’s finance, procurement, and contracting standards and accepted design, engineering, and construction practices. May serve as the City’s Code Official per the adopted International Property Maintenance Code (IPMC) or perform the delegated duties of the City’s Code Official. Establishes departmental interpretations of applicable regulations, ordinances, codes, and standards.

  • A current, valid Class C Pennsylvania Motor Vehicle Operator's License at the time of filing application or prior to appointment, which must be maintained throughout employment.  Written requests for accommodation on the basis of the Rehabilitation Act of 1973 and the Americans with Disabilities Act will be considered by the Department of Human Resources and Civil Service on an individual basis.

  • The following minimum certifications are required within six (6) months from the date of employment and must be maintained throughout employment:

  • International Code Council’s (ICC) #64 Property Maintenance and Housing Inspector

  • ICC #75 Zoning Inspector

  • ICC #66 Fire Inspector I

  • Pennsylvania Department of Labor and Industry (UCC) #18 Fire Inspector

  • The following minimum certifications are required within twelve (12) months from the date of employment and must be maintained throughout employment:

  • United States Environmental Protection Agency (EPA) Lead Inspector and Risk Assessor certification

  • ICC #B1 Residential Building Inspector

  • The following minimum certifications are required within eighteen (18) months from the date of employment and must be maintained throughout employment:

  • ICC #CS Code Specialist Module

  • ICC Housing and Zoning Code Specialist designation

NOTE:  The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions.  The background investigation includes but is not limited to criminal background, driver's license and City of Pittsburgh real estate tax payments.  Candidates may be disqualified from consideration for employment based on the results of their background investigation (as it relates to the job for which the applicant is being considered).

Qualifying Requirements: Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.  You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show six (6) years of full-time experience in code enforcement or a related field including three (3) years of full-time supervisory experience. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a Bachelor's degree in Business Administration, Public Administration, Criminal Justice, Architecture, Engineering, or a related field.

  • EQUIVALENCY: Education/training and/or work experience, may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirements for this position based on the sum of work experience and education/training listed above which is ten (10) years. (No equivalency will be accepted for the required supervisory experience. See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

  • Directs, monitors, manages, supervises, coordinates, and evaluates the work of the Code Enforcement Division.

  • Directs, assigns, and coordinates the investigation and inspection of all PLI permits through subordinate supervisors and managers in conformance with applicable regulations, ordinances, codes, standards, and accepted design, engineering, and construction practices.

  • Directs, assigns, and coordinates the intake and investigation of code enforcement complaints submitted through the City’s 311 system to ensure efficient operations, timely service to customers, and balanced workload for assigned personnel.

  • Oversees PLI’s capital budget program to demolish condemned properties in conformance with the City’s finance, procurement, and contracting standards and accepted design, engineering, and construction practices.

  • Develops Code Enforcement Division goals, objectives, priorities, and key performance measures and assigns/delegates projects, programs, and responsibility for efficient operations. 

  • Responsible for the supervision and management of all assigned personnel and areas of responsibility, including discipline, training, development, and providing technical assistance.

  • May serve as the City’s Code Official per the adopted International Property Maintenance Code (IPMC) or perform the delegated duties of the City’s Code Official. Establishes departmental interpretations of applicable regulations, ordinances, codes, and standards.

  • Develops and documents the Code Enforcement Division policies, procedures, and interpretations of applicable regulations, ordinances, codes, and standards.

  • Represents the Department at meetings and responds to inquiries and requests from City Council, other City Departments and Agencies, governmental bodies, the public, and other organizations as needed with or in place of the Director. 

  • Assists in evaluating and coordinating PLI’s response to emergencies including but not limited to vehicles into structures, structure collapses, structure fires, landslides, etc. This role includes responding to PLI’s 24-hour emergency on-call representative requests for Director level authorization per PLI’s current on-call policy and standard procedures and occasionally covering an on-call shift per the direction of the Director. This duty requires remaining accessible via city-issued mobile device outside of normal business hours. This position shares this duty with the Director and Assistant Director of Construction.

  • Manages areas of responsibility fairly and in strict conformance with applicable regulations, ordinances, codes, and standards; design, engineering, and construction practices; and city and departmental policies.

  • Works closely with other divisions; other City departments, agencies, and authorities; other governmental agencies; and other organizations related to the Code Division work.

  • Assists with the direction, management, strategic guidance, and long-term planning of the Department including determining the Code Division’s budget needs and organizational changes. 

  • Provides testimony in legal proceedings and defends the City’s and PLI’s position.

  • Keeps current on design, engineering, construction and code practices, and industry trends.

  • Performs activities and functions of related personnel and other tasks and duties as assigned or required.

  • Works evenings, weekends and holidays as required.
