Qualifying Requirements:

Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.  You will be sent an eligibility notice regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show four (4) years of full-time experience in accounting, budgeting, finance, or public administration with project management and/or supervisory experience.  (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a minimum of a Bachelor's Degree in Accounting, Business Administration, Economics, Finance, Public Administration, or a related field.  A Master's Degree in Public Administration, Public Policy, or Public Management is preferred but not required. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)
  • EQUIVALENCY:  Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • Manages and coordinates the organization, development, and monitoring of the City’s Operating Budget and Special Revenue accounts throughout the fiscal year.
  • Monitors budget allocations, expenditures, revenue, fund balances, and related financial activities to ensure allocations are accurate, revenues are recorded, expenses are within budget limits, and/or that fiscal practices are followed.
  • Oversees review of departmental requests for legislation, personnel, training, and travel.
  • Collaborates with internal and external personnel (e.g., other administrators, auditors, public agencies, public officials, community members, vendors, etc.) for the purpose of implementing and/or maintaining services and programs.
  • Compiles data from a wide variety of sources (e.g., staff, public agencies, municipalities, etc.) for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components.
  • Performs personnel functions (e.g., interviewing, training, evaluating, supervising, etc.) to maintain adequate staffing, enhance personnel productivity, and achieve objectives within budget.
  • Prepares accurate reports, correspondence, etc., as requested or required.
  • Performs costing for negotiations with bargaining units.
  • Performs analyses for high-level and complex special projects and studies as requested.
  • Represents the Office of Management and Budget at meetings, conferences, etc. as assigned.
  • Manages area of responsibility in strict accordance with applicable laws, regulations, and established policy, including union agreements, to ensure fair and standardized treatment of employees.
  • Performs activities and functions of related personnel as needed.
  • Performs other related tasks and duties as assigned or required.
