The Environmental Enforcement Program Manager will be responsible for the enforcement of Environmental Services ordinances, particularly commercial recycling and bag ordinance compliance for businesses within city limits.

A current, valid Class C Pennsylvania Motor Vehicle Operator's License at the time of filing application or prior to appointment, which must be maintained throughout employment. Qualifying Requirements: Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter via email regarding your eligible/ineligible status.
WORK EXPERIENCE: The application must clearly show one (1) year of full-time experience in code enforcement, or in a related area (e.g., any enforcement or inspection position). (Less than full-time experience will be calculated on a pro-rated basis.)
- EDUCATION/TRAINING: The application must clearly show a High School Diploma or equivalent.
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is one (1) year.

- Maintains databases for businesses to self report compliance for commercial recycling and bag ordinances. Uses enforcement software to track and update compliance cases involving commercial recycling and bag ordinances.
- Reinforces compliance of environmental services ordinances for commercial entities with a focus on the bag and commercial recycling ordinances.
- Creates, operates and maintains social media and website pages that will help provide accessible information to the public about commercial recycling and bag ordinances.
- Establishes and tracks points of contact with business owners, community leaders, and citizens with questions or concerns about commercial recycling and bag ordinances.
- Collaborates with other City departments and representatives to provide resources to businesses and individuals regarding commercial recycling and bag ordinances.
- Educates and engages with the community and businesses regarding Environmental Services ordinances and programs.
- Inspects retail businesses for compliance with the bag ordinance and commercial recycling ordinance including:
- Maintaining accurate records of business inspections.
- Assisting Public Works Inspectors with issuing fines to noncompliant businesses when appropriate.
- Works closely with other divisions; departments, authorities; agencies; and other organizations related to Environmental Services commercial code enforcement.
- Fields and follows through on questions and requests about commercial recycling the city-wide bag ordinances.
- Collaborates and organizes the distribution of reusable bags to community members and groups.
- Provides testimony in legal proceedings and defends the City’s and Environmental Service’s position.
- Performs such other related tasks and duties as assigned or required.
