Law Enforcement Assisted Diversion (LEAD) is an effective, replicable and equitable diversion method that provides individuals with intensive case management. It is a client-based approach that provides people with substance use disorder and mental and behavioral health challenges with person-centered social services and intensive case management focused on harm reduction and compassion in lieu of criminalization. 

Reporting to the LEAD Program Manager, the LEAD Team Lead position will be responsible for the daily supervision of LEAD Case Managers, leveraging deep knowledge of services available to clients and facilitating the review of referrals from the Pittsburgh Bureau of Police. The successful incumbent will possess expertise in administrative and field leadership and the ability to successfully manage relationships with stakeholders. Specifically, this candidate will have a strong collaborative relationship with the PBP and their leadership to ensure program implementation and sustainability.    This position will also collaborate with the LEAD Program Manager and other Office of Community Health and Safety (OCH&S) leadership in project development. The successful incumbent will attend meetings with stakeholders that are relevant and/or important in this field that might include but is not limited to Pittsburgh Bureau of Police (PBP) leadership, mental/behavioral experts, criminal justice system stakeholders, housing providers, and drug/alcohol recovery providers. 

Additionally, the Team Lead will work closely with the Co-Response, Reaching Out On The Streets, and Post Overdose Support Teams, and other OCH&S programs. The ideal candidate will have a strong understanding of harm reduction, assertive outreach, a focus on empowering individual agency and choice, and experience in case management, crisis intervention, victim support, mental/behavioral health support, organizational and leadership skills, and supervision.

  • A current, valid Class C Pennsylvania Driver's License is required prior to appointment, and must be maintained throughout employment.   • PA Child Abuse History Certification Clearances are required prior to appointment. 
  • Must pass and obtain clearances required to work with law enforcement, within law enforcement facilities, and with law enforcement software within 30 days of appointment to the position.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.


  • WORK EXPERIENCE: The application must clearly show four (4) years of full-time experience in social services, court administration, criminal justice, healthcare street outreach, or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a bachelor’s degree in social work, human services, direct care, criminal justice, intensive case management, human development, or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

  • EQUIVALENCY: Education/training may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

  • Adheres to and practices OCH&S values and principles, with a focus on harm reduction-based, person first, crisis and trauma-informed principles.

  • Provides guidance and day-to-day support for LEAD Case Managers by facilitating supervision and team meetings, and addressing any training needs with the team.

  • Responds to and triages requests for assistance from the Pittsburgh Bureau of Police, serving as an arrest diversion.

  • Serves as a knowledge resource to support team members’ navigation of particularly complex cases.

  • Assists LEAD Program Manager in coordinating the Operation Working Group (OWG), a case conferencing mechanism where law enforcement, district attorneys, public defenders, frontline officers, and other key stakeholders collaborate to support clients.

  • Supports the Case Managers in assessing clients’ biopsychosocial needs and helping them connect clients to the appropriate services and resources.

  • Maintains team compliance regarding documentation, ensuring that encounter notes are completed in a timely manner and with appropriate detail.

  • Debriefs Case Managers and conducts one-on-one meetings on a weekly basis to provide general support.

  • Provides support to Police Zones throughout the City of Pittsburgh as directed and strives to maintain a positive relationship with law enforcement and key stakeholders in the court system and Allegheny County Department of Human Services.

  • Elevates LEAD model fidelity and team feedback to LEAD Program Manager to address resource gaps and continuously enhance service provided to program participants.

  • Maintains a small caseload where standards of care are modeled for LEAD Case Mangers such as documenting service encounters, participant information, and outcome tracking in relevant software using proper case management protocols.

  • Coordinates assertive outreach encounters with other OCH&S programs and external providers to address physical and mental health needs.

  • Facilitates referral processes with Law Enforcement, in-patient, and shelters, and communicates with social service providers or crisis response teams as necessary for continuity of care.

  • Facilitates the administration and distribution of harm reduction supplies.

  • Performs other duties as assigned or required.
