Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
- WORK EXPERIENCE: The application must clearly show four (4) years of full-time experience in IT service delivery, or assistance/technical customer support. (Less than full-time experience will be calculated on a pro-rated basis.)
- EDUCATION/TRAINING: The application must clearly show an Associate's Degree from a fully accredited institution in Computer Science, Information Science, or a related field. A relevant certification, such as A , Network , Security , CCT, or MTA is highly preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

- Develops and maintains the devices and application strategy roadmap for the organization with the goal of ensuring that all COP staff have the technology needed to do their jobs and provide services to residents.
- Works with Enterprise Applications Administrators to develop and maintain standard applications builds to correctly provision devices for each persona group.
- Works with customers/client departments, vendors, contractors and service providers to identify, clarify and specify requirements for products, or scope of work for services to be performed.
- Establishes and cultivates relationships with suppliers of information technology products and/or services; coordinates internally & plans device policies and device request procedures which will support COP device strategy.
- Researches available software and hardware, capabilities/modules that meet requirements, costs of implementation and maintenance, recommendations by current customers, etc. and presents findings/options to COP department leaders.
- Purchases all IT devices, equipment, and software for the COP by establishing and maintaining relationships with vendors, maintaining lists of pre-qualified contractors, maintains an inventory of IT devices, equipment and software to ensure the COP’s assets are being managed and tracked appropriately.
- Plans strategy and manages the execution of the Refresh Programs including the regular distribution, replacement and retirement of devices to COP employees.
- Keeps informed on new developments in the field of IT systems and hardware to ensure that the COP will benefit from the advances in computer related technology; attends in-service training, seminars or other opportunities for professional development as made available by the COP.
- Utilizes Asset Management tools as directed.
- Collaborates with appropriate teams in Procurement, Law and the Controllers Office to ensure I&P is following proper procedures for procuring software within a government entity.
- Supports the Sr. Manager of Applications and Sr. Manager of Service Desk in contracting with new software and hardware vendors, as well as renewing current contracts for software, hardware, or application-related purchases. Coordinates with the Office of Budget and Management for creating or updating legislation to be introduced to Council.
- Demonstrates an understanding and use of common purchasing resources (e.g., networking with procurement organizations, including other states' procurement entities; internet searches; catalogs, buyers' guides, etc.).
- Analyzes reported problems related to computer hardware and IT devices (including printers, MDTs, and other IoT) to effectively resolve related incidents and requests as needed.
- Manages area of responsibility in strict accordance with applicable laws, regulations and established policies.
- Constantly works to optimize and automate processes using available technology.
- Continuous analysis of assets (hardware and software) allocation.
- Performs other related tasks and duties that are assigned or required.
