The City of Plano Public Works Department is seeking an energetic and experienced leader to lead our Environmental Waste Services team. This position reports to the Assistant Director of Public Works- Community Services and is responsible for the Environmental Waste Services and Commercial Trash and Recycling operations. The ideal candidate will have strong knowledge of the waste and recycling industry and operations, experience setting and achieving goals to improve operations, and a passion for empowering and leading others.

Summary of Duties: Under general supervision, the Environmental Waste Services Manager is responsible for management of the Environmental Waste Services Collections, Customer Service, and Commercial Recycling operations.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS

- Manages the activities of the city’s collection, customer service, t and the commercial recycling programs by developing and evaluating objectives and productivity measures and supervising assigned staff.
- Organizes the work of the Collections and Customer Service Teams t, and commercial recycling operation; makes necessary changes in operating methods and procedures to respond to changes in work pattern, equipment, and staff capabilities.
- Monitors and inspects work activities to ensure appropriate procedures, methods, and safety standards are being followed and to ensure compliance with local, state, and federal regulations.
- Monitors the commercial franchise agreement, recycling processing agreement and container maintenance agreement.
- Prepares and administers collections, special waste, administration, and commercial recycling cost center budgets; authorizes, approves, and monitors expenditures and revenues.
- Manages annual and long-range strategic plans for Collections, Customer Service, and Commercial Recycling.
- Develops specifications for materials and supplies and assists in the preparation of equipment specifications.
- Surveys customers to determine satisfaction and most effective customer service strategies.
- Investigates citizen and commercial complaints and initiates or recommends appropriate action.
- Prepares statistical and management reports; conducts surveys; administers special projects; evaluates new systems; makes recommendations as appropriate.
- Serves as city’s liaison to the Plano Independent School District regarding solid waste and recycling operational issues.
- Regular and consistent attendance for the assigned work schedule is essential.
Marginal Duties:
- Performs other duties as assigned.
Typical Decisions: The incumbent must establish performance measures and evaluate employee performance against those standards or measures. The incumbent must formulate program goals and objectives, identify appropriate activities and functions to meet those objectives, and determine appropriate budget to meet objectives and goals.
Minimum Qualifications:
Knowledge of: Methods, practices, equipment, and materials used in the operation and maintenance of the Environmental Waste Services Division; environmental issues, solid waste services, and customer service; supervisory practices; self-directed work team management; contract management; Federal, state and local laws and ordinances relating to residential and commercial wastes, and recycling; basic accounting and budgeting principles.
Skill in: Communicating effectively both verbally and in writing; applying persuasive negotiating techniques; leading, motivating, counseling, and disciplining assigned staff; meeting management; developing and implementing budgets.
Education: Bachelor’s degree in public administration, Business Administration, Civil Engineering, Environmental Engineering, Environmental Health, Environmental Science, or related field.
Experience: Eight (8) years of experience in solid waste operations or program management, including two (2) years of supervisory experience.
Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law). Texas Municipal Solid Waste Class B License or SWANA Certification at the manager level for Collection Systems or Integrated Solid Waste Management, must be obtained within the first 18 months of employment.
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: This is primarily an office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
