Plano Parks & Recreation is hiring an Asset Management Supervisor to lead its asset management initiatives. The Parks Division manages approximately 5,382 acres, including 87 parks (4,389.2 acres), 627 acres of medians and rights-of-way, and 280 acres of public building landscape beds. The inventory includes 15 athletic sites, 71 playgrounds, a 261-acre Audubon Certified Golf Course, nearly 1,000 acres of Audubon Certified nature preserves, 1.7 million trees, 112 miles of trails (100 paved), 1,300 acres of irrigated turf, 84 tennis courts, and 24 pickleball courts. The total asset value is estimated at over $800 million.
The Parks team consists of 160 staff across five workgroups: Administration and Asset Management, Athletics, Parks Grounds Maintenance, Park Support Services, and Golf Maintenance. Plano Parks & Recreation is nationally accredited, a five-time NRPA Gold Medal Award winner, and has been a designated Tree City USA since 1989. Summary of Duties: Under general supervision, the Asset Management Supervisor is responsible for managing and directing the development and implementation of Public Works and/or Parks infrastructure asset management programs and the Asset Management team.

Knowledge of: Terminology principles and practices used in infrastructure asset management including how infrastructure is maintained, operated and preserved; Construction practices and operations, and maintenance of streets and drainage facilities; maintenance of trails, park assets, and park services; management techniques; budgetary practices and procedures. Infrastructure inventory, condition assessment, risk assessment and preservation methods and procedures. Methods of statistical analysis and report writing.
Skill in: Communicating effectively both verbally and in writing; highly effective analytical skills and problem-solving; planning and organizing work within the context of long-term and complex assignments; arriving at sound conclusions based on logical and accurate analyses; summarizing and presenting findings concisely and clearly; using computers and software applications, such as Windows, databases, spreadsheets, word processing, presentation and in the use of report writing software.
Education: Bachelor’s degree in Business Administration, Parks Administration, Public Administration, Civil Engineering, Technology, Business Management or related field.
Experience: Five (5) years of experience with asset management, statistical research and analysis using automated systems and records. Previous experience in public sector, public works, or parks infrastructure projects desired. Some knowledge of State and Federal Regulations in regard to Public water/sewer/stormwater facilities is desirable. One (1) years of progressively responsible experience in Public Works, Parks, or other similar field with supervisory experience.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law).
Conditions of Employment: Must pass a drug test, driver’s license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

- Supervises, hires, trains and evaluates the performance of professional assigned staff within the Asset Management team; makes hiring, dismissal, and disciplinary decisions with Manager input; ensures employee compliance with city policies; maintains staff work programs including staff assignments, benchmarks, and procedures for completing team activities.
- Implements, manages and coordinates initiatives related to the asset management and work order system software.
- Researches and provides guidance on various asset management methodologies, technologies and best practices for consideration of management to implement in the department.
- Evaluates data and provides analysis to manager for recommending projects to be included in the Capital Investment Program, Capital Maintenance Fund projects, and similar large scale infrastructure maintenance projects.
- Leads the Asset Management team’s daily work to manages the City’s Condition Assessment Program of pavement, screening walls, water distribution systems, wastewater collection systems, and park infrastructure.
- Serves as the internal departmental point of contact for evaluation of software integrations or investments that would aid in asset condition evaluation or management and/or integrate with the department’s asset management software .
- Leads the Asset Management team’s preparation and presentation of operations-related information and reports: Trails, Playgrounds, Park Assets, Natural Resource Programs, CIP, and various service delivery programs.
- Coordinates with Superintendents and Manager during budget development to provide supporting data and trends for goal setting and decision-making purposes.
- Assists with the collection of data and metrics to share with Superintendents, Managers, and Assistant Directors to develop and/or manage contracts for the maintenance of Public Works assets.
- Prepares various management reports.
- Regular and consistent attendance for the assigned work schedule is essential.
- Works directly with the asset management software vendor and Technology Services to optimize and customize the program to best fit the needs of the department. Works with other City departments to optimize the program across the organization.
