Description
An employee in this classification non-exempt and is responsible for the performance of relatively complex clerical work which requires the application of judgment and initiative based on knowledge gained through experience. Such decisions are made in accordance with established precedents and Building Department policies.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Examples of Duties
Maintains relatively complex records; provides information on policies and procedures pertaining to records.
Performs varied clerical services which may include receiving and processing incoming plans.
Assists architects, contractors, developers, engineers and general public regarding procedures associated with building permits.
Reviews permits for accuracy; ensures approvals by all required disciplines and state and county agencies; assigns appropriate fees.
Processes permits and prepare required files; enters permits and inspections into database and maintains permit files.
Monitors and re-routes plans in accordance with workload and schedules.
Notifies Contractors and / or property owners regarding permit status; contacts contractors for outstanding permits.
Prepares written notification to Developers / Contractors / Property Owners regarding permit status as per Florida Building Code (FBC) requirements.
Generates reports and compile data as requested.
Closes out permits upon completion.
Conducts research for public information and public records requests.
Processes code enforcement cases.
Performs records research in order to document project history compliance; coordinates permit processes with outside agencies to ensure that all permit requirements are being met.
Researches, collect, and compile data for administrative and public reports.
Prepares forms, reports, memoranda and correspondence.
This position does not have final procurement authority.
Typical Qualifications
Knowledge of building, electrical, plumbing and mechanical codes in addition to permit requirements.
Knowledge of proper telephone etiquette and procedures. Thorough knowledge of modern office practices and procedures.
Considerable knowledge of business English, spelling and arithmetic.
Knowledge of modern computer equipment, including Microsoft software and program, and their use in building activities.
Ability to exercise sound judgment and employ resourcefulness in analyzing and resolving problems that may arise in dealing with both the contractors and owner / builders.
Ability to handle situations and to deal effectively
Ability to adhere to tight schedules and still maintain work quality.
Ability to make moderately complex arithmetical computations and tabulations accurately and with reasonable speed.
May prepare special reports usually from office records at the request of the Building Official and / or supervisor.
Ability to prepare correspondence on routine matters and to perform routine office management details without referral to supervisor.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from a standard high school or an equivalent recognized certificate, with at least five (5) years general office experience and / or education. Have demonstrated the ability to maintain high standards of service to the public through programs that emphasize positive public relations.
International Code Council (ICC) Permit Technician Certification is preferred.
For those who are hired without the certification, upon obtaining it (required within the first two years of employment), they would receive a $2,000 increase. Individuals who already have certification upon hire would be brought in above the minimum level, incorporating that $2,000 increase up front. Additionally, it is recommended that those who receive the bonus after certification be required to stay with the City for at least two years or be required to pay this money back upon separation.
Any equivalent combination of experience and training which provides the required knowledge, abilities and skills may be considered.
Work Environment
This is a designated "Recovery" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
