Job Description
The Parks Landscaping and Greenspace Supervisor supervises the day-to-day operations of the City Parks landscaping and greenspace maintenance and planning. Professional position combining supervisory responsibilities with the application of technical knowledge to manage the landscaping and greenspace program areas for a diverse city park system. Establishes goals and objectives, plans, develops, implements and evaluates the grounds maintenance and repair functions of the park system, which includes developed park grounds, trails and greenways, open space natural areas, urban forests, street trees, community gardens and other needs.
The position will supervise full-time Groundskeepers, Maintenance Technicians, and seasonal employees.
The job requires the ability to maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, other organizations, and the general public.
Conducts inspections to collect data, verify existing/actual conditions, and monitors for conformance to plans.
The work environment includes an office, shop, and outdoor environment where the noise level in the work environment is usually moderate. The employee works in varied weather conditions and is occasionally exposed to noisy and/or loud equipment, moving vehicles, and equipment which subjects the employee to hazards.
The job is an on-call position, responding to emergency situations. Employees designated as immediate response personnel must live thirty (30) minutes or less from their usual daily work site.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Technical (25%)
- Manages the Grounds Maintenance program areas in the Park Operations Division: plans, coordinates, implements, and supervises a wide variety of maintenance, repair, landscaping, and horticultural tasks.
- Oversees, or performs building maintenance including cleaning, carpentry, painting, electrical, plumbing, welding, and concrete assignments.
- Operates all equipment in the Parks Department inventory including, but not limited to, motor vehicles, excavator, loader, backhoe, bucket truck, and dump truck.
- Ensures that all park grounds, trails and greenways, community gardens, open space natural areas are maintained to a high standard. Includes oversight of maintenance and repair of irrigation systems, drainage systems, bridges and sidewalks.
- Maintains fabrication, installation, maintenance, and repair documents, records, and logs and prepares periodic reports, as required. Maintains inventory of signs for immediate repair/replacement to maintain public safety.
- Maintains inventory of sign fabrication materials. Coordinates the holiday lighting features in city facilities and parks system.
- Manages maintenance on greenway trails and coordinates with volunteer activities on greenway cleanup projects.
Supervision (25%)
Effectively hires, trains, evaluates, supervises and manages performance of assigned staff.
Provides coaching and corrective action as appropriate.
Reviews and approves timesheets and develops employee work schedules in accordance with program needs and union contract requirements.
Establishes systems and methods for training, motivating, and supervising work teams and a system of communication/cooperation among staff.
Oversees safety training, develops and enforces safety policies and procedures.
Technology & Systems (18%)
Use AutoCAD to design and draw maps of current and planned parks. Catalogs all parks areas.
Manages all parks sprinkler systems with other department integrated systems.
Understand technical terminology of assigned areas and stay ahead of technological advances; diagnose problems and formulate solutions in parks computer systems.
Irrigation (17%)
Plans and oversees park restoration and wetland mitigation projects. Serves as technical resource on landscaping, trees, irrigation, drainage and storm water for facility upgrades and rehabilitation of parks.
Works with professional consultants and City specialists to coordinate design, requests for proposal, and contractor selection processes as needed, prepares contracts and ensures implementation of project goals and budgetary requirements; monitors contractor performance during construction and at completion of project for adherence to expectations.
Safety (5%)
Maintains safe work environment, supervising training in and implementation of safety protocols and procedures. Assists in, or purchases jobsite safety equipment.
Planning (5%)
Develops program area goals and objectives; plans, organizes and delegates day-to-day operations and special projects.
Develops policies, procedures, and best practices for program area. Ensures work standards adhere to applicable regulations, policies, and procedures.
Parks Administration (3%)
Makes purchases with City purchasing card and reconciles purchase orders and billing monthly.
Assists with recommendations for program specific tools, vehicles, and small equipment.
Oversees implementation and use of computerized maintenance management system for program area.
Manages utilization of maintenance system to track work requests, maintenance records on trees, irrigation systems, and trails/greenways, cost effectiveness of servicing, and life cycle costs of resources, equipment, and mechanical systems.
Other Duties (2%)

ACCEPTABLE EXPERIENCE, TRAINING, LICENSES AND/OR CERTIFICATIONS
- High school diploma or GED required;
- Class B CDL*;
- First Aid and CPR certification*;
- Herbicide and pesticide applicator certification*
Preferred Certifications
- Bachelor’s degree in landscaping, parks management, revenue management, leisure activities, resource management or administration, or related field or OR 4 years of related full-time work or military experience (8 years if part-time), related to degree preferred
- Two (2) to three (three) years’ experience in a related field preferred
- International Society of Arboriculture Certified Arborist certification
An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.
- Hiring Note: Certifications required within six (6) months of hire. The position may also require specific certifications relevant to the position. Failure to acquire the appropriate certifications by the established date will violate the terms of the position and will result in layoff from the position.

Skill and Ability to:
Supervise and direct the operations, maintenance, repair, and construction operations of the City Parks Department;
Supervise and perform grounds keeping and landscaping work in the City parks, public areas, and recreation/sports areas, including, but not limited to, mowing, trimming, fertilizing, irrigation, and pest and weed control;
Supervise and perform City forestry work including tree planting, trimming, pruning, care, and removal;
Hire, train, supervise, and evaluate the work of fulltime and part-time/seasonal employees;
Determine priorities, make daily work assignments, allocate resources and assets, and assign and supervise crews in their performance and completion;
- Supervise the operation, maintenance, and repair of vehicles and equipment, including light and medium equipment and power tools;
Assign, supervise, and evaluate the work of maintenance and repair employees;
- Operate hand and power tools and a motor vehicle;
- Operate a personal computer, including programs and applications specific to the duties;
- Read and interpret technical manuals, blueprints, and diagrams;
- Maintain maintenance records, logs, and documentation;
- Implement an annual budget and monitor spending for compliance;

PHYSICAL REQUIREMENTS
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, climb ladders, work at heights, and in confined spaces. The job requires hand/finger dexterity to handle materials, manipulate tools, operate a computer, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 50 pounds with assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
