    MINIMUM QUALIFICATIONS TO APPLY

    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be :

    Education and Experience :

  • Equivalent to a high school diploma supplemented specialized training in building codes.
  • Five years of building inspection experience performing residential, multi-family, industrial and commercial inspections for a public agency, including at least two years of experience in multi-family and / or commercial inspections.

    License or Certificate :

  • Possession of, or must obtain, an appropriate, valid driver's license.
  • Possession of a valid International Code Council (ICC) Combination (Residential and Commercial) Building Inspector Certificate. Possession of ICC Plans Examiner Certificate is desirable.

    ESSENTIAL DUTIES

  • Lead, plan, and review the work of staff responsible for residential, commercial, and industrial building inspection duties; train staff; and provide input to the performance evaluations of staff.
  • Perform and / or oversee the most complex building inspection and plan review work; resolve complex issues requiring a significant knowledge and experience; perform the full range of duties in the assigned area of work.
  • Inspect industrial, commercial, and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances, and regulations; conduct final inspection of completed work; approve to acceptable structures and installations.
  • Conduct preliminary examination of plans and specifications of new construction, additions and alterations to residential, commercial and industrial buildings; determine compliance with the provisions of the construction code, ordinances, and regulations.
  • Inspect existing buildings for change of use or occupancy for compliance with applicable codes and ordinances.
  • Investigate citizen complaints of faulty and illegal construction, sub-standard structures, hazardous conditions, and abandoned buildings; prepare correction notices and stop-work orders as necessary.
  • Issue and approve various structural and non-structural building and occupancy permits including plumbing, mechanical, electrical, grading, landscape, paving, private sewer, irrigation, and drainage.
  • Coordinate inspection and plans examining activities with other City departments and divisions; review site and general plans and building specifications for conformance to all applicable codes, regulations, and ordinances; process site plan submittal with necessary departments.
  • Respond to public inquiries over the phone and in person; provide pertinent information to contractors, engineers, developers, architects, homeowner, and the general public; explain and interpret building regulations, requirements, and restrictions.
  • Coordinate pre-construction meetings with contractors, developers and other City departments to review information regarding building and safety inspection protocols, requirements and expectations to ensure compliance with applicable codes, ordinances, and regulations.
  • Maintain files and reports regarding inspection activities and findings; maintain records of final plans and consultant approvals; maintain all data entries on the computer relating to plan check activities.
  • Prepare monthly reports relating to plan check activities.
  • Inspect foundation, concrete, steel, masonry and wood construction, framing, plastering, plumbing, heating, and electrical installations and a large variety of other complex and routine building system elements.
  • Issue notices to comply on violations; maintain records of history of facts for possible legal actions.
  • OTHER JOB RELATED DUTIES

  • Perform related duties and responsibilities as assigned.
  • Essential duties require the following physical skills and work environment :

    Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb; exposure to heat, noise, outdoors, vibration, confining work space, and electrical hazards; ability to travel to different sites and locations.

    The City of Pomona offers the following generous benefit package. Employees in this group serve a 12-month probationary period. The Salary Scale Plan is composed of five steps. Merit step increases are based on meets standards performance.

    WORK SCHEDULE : Most employees work a 4 / 10 work schedule. City Hall Employees work Monday through Thursday, with City Hall being closed every Friday.

    Police Department employees work a 4 / 10 schedule but days off vary according to assignment and seniority.

    In order to maintain service to the public, departmental effectiveness, productivity and / or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources approval.

    RETIREMENT BENEFITS : Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a new member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost (Govt. Code Section. 7522030(c)). However, a new employee who is a classic member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new PCEA employees shall pay the CalPERS member's retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.

    PAID HOLIDAYS : 13 paid holidays & 2 floating holidays are provided per year.

    VACATION LEAVE :

  • 1-4 years = 80 hours
  • 5-9 years = 160 hours
  • 10-14 years = 184 hours
  • 15 years = 200 hours
  • Extending through the 20th year, employee shall accrue 8 hours of additional vacation leave per year with a maximum accrual of 240 hours per year.
  • SICK LEAVE : 12 days per year (prorated if on any leave without pay). GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.

  • HEALTH INSURANCE : $700 per month; cash-in-lieu program available
  • DENTAL : $75 per month
  • VISION : Voluntary participation by the employee
  • 125 BENEFIT PLAN CONTRIBUTIONS :
  • Waiving coverage = $45 per month

  • Single coverage = $185 per month
  • Two-party coverage = $975 per month
  • Family coverage = $1,575 per month
  • LONG TERM DISABILITY INSURANCE : 66 2 / 3 of base salary for a maximum of 2 years after 60 days
  • LIFE INSURANCE : $30,000 policy plus AD&D
  • EDUCATIONAL INCENTIVE PLAN available for eligible employees to develop their knowledge and abilities.

  • TUITION REIMBURSEMENT : $3,500 per year
  • DEFERRED COMPENSATION : A voluntary deferred compensation 457 plan is available. FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and / or medical expenses. CREDIT UNION membership is available to all City employees and provides access to low interest loans.
