The City of Pomona has an exciting opportunity for an individual to join the Finance Department as a Payroll Supervisor. The position, under general direction, will supervise, plan, and coordinate the activities and operations of the Payroll division within the Finance Department; coordinate assigned activities with other divisions, outside agencies, and the general public; and provide highly responsible and complex staff assistance to the Finance Director.
Ideal Candidate
The ideal candidate is a detail-oriented professional with extensive knowledge of payroll administration, including CalPERS reporting, Fair Labor Standards Act regulations, and pertinent federal, state, and local laws. They must possess advanced expertise in payroll software while demonstrating a strong ability to lead, train, motivate staff effectively.
Current Project
The City has contracted with Cognizant to assist with implementing Workday for the City's financial and payroll system (ERP System). Phase 1 has begun with the Financial System implementation. Phase 2 will begin mid 2025, which includes changing from NEOGOV's EPersonality system to Workday. The selected candidate will be an integral Team Lead in implementing the new payroll system. The current need is to hire a candidate with public sector payroll experience to accomplish the following:
- Lead implementation of new Workday payroll system, including rule set up, data migration, testing, and staff training
- Develop and document payroll procedures aligned with new system workflows
- Coordinate with HR, Finance, and IT departments for system integration
- Perform set up of the payroll systems to ensure compliance with FLSA and CalPERS regulations and to move from paper timesheets to Workday's online time management system
- Review legislation, State and Federal regulations and other Personnel related documentation to determine their effect upon the payroll process; recommend and implement revised procedures
Implementation is expected to be completed by end of 2026. This position will require extended work hours during the implementation period.

This position has an excellent benefits package that includes a 4/10 work schedule with Fridays off and medical, dental, and vision coverage (City pays up to $2,275 monthly towards family medical, dental, vision coverage), CalPERS retirement system, deferred compensation plan, tuition reimbursement plan, with annual accruals of 80 hours vacation, 80 hours executive leave, 120 hours sick leave.
In addition, qualifying employees in this position who possess a master’s degree or higher are eligible to receive 6% Education Incentive Pay.

Education and Experience:
- Bachelor's degree from an accredited college or university with major course work in accounting or a related field.
- Six years of responsible payroll experience.
Desired Qualifications:
- Three years of lead or supervisory experience is desirable.
- Experience in implementing or managing payroll ERP system is desirable.
- Possession of a Certified Payroll Professional certificate is desirable.
License or Certificate:
- Possession of a valid driver's license is required at the time of application.

- Payroll Division Leadership: Coordinate and oversee staffing, operations, and activities of the Payroll division; develop and implement goals, objectives, and policies; ensure compliance with statutory reporting requirements and payroll regulations.
- Staff Management and Development: Select, train, supervise, and evaluate assigned personnel; provide training and support to staff; address and resolve issues to ensure workflow efficiency and high-quality outcomes.
- Financial and Regulatory Oversight: Manage the Payroll division budget, including forecasting needs and monitoring expenditures; ensure accurate and timely preparation of payroll reports, tax filings, and benefit updates in compliance with legal and regulatory standards.
- Coordination and Communication: Collaborate with city departments, external agencies, and IT for payroll software implementation and updates; respond to public record requests, subpoenas, and employee inquiries; support the Accounting division with budgets and audits.
- Reporting and Compliance: Prepare and update payroll reports, schedules, and reconciliations while ensuring compliance with MOU contracts, legislation, and State and Federal regulations. Stay informed on industry trends, best practices, and legal changes to evaluate their impact on payroll processes and recommend or implement procedural improvements as needed.

Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations.
