General and specific assignments are received and are usually performed under little direct supervision allowing latitude for use of independent judgment. Performs a variety of responsible duties relative to the municipal services of the department to which assigned. Interprets departmental operations, policies, and procedures and disseminates relative information. Answers a variety of correspondence. Establishes and maintains a variety of complex records and reports. Computes and compiles data. Processes purchase requisitions, receiving reports and related paperwork; keeps accurate records. Prepares forms independently and composes letters. Sets up and maintains files. Schedules meetings for supervisors and advises supervisors and employees of meetings and events. Operates various office machines, word processing and data entry equipment. Takes minutes of conference, meetings and official functions. Meets and processes applicants. Administers examinations, calculates scores, records data and notifies applicants. Assists in administering policies in accordance with prescribed regulations. Performs related work as required. Typical QualificationsHigh school diploma or equivalent. Three years of secretarial / clerical and typing experience. A comparable amount of training and experience may be substituted for the minimum qualifications. Some proficiency in typing, thorough knowledge of modern office equipment, practices, and procedures. Thorough knowledge of one or more municipal functions, including licensing, personnel, purchasing, storekeeping, record keeping, report writing, court records and procedures, and other similar municipal functions. Knowledge of business arithmetic and English. Ability to carry out complex oral and written instructions. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to use a personal computer and knowledge of Microsoft programs such as Word, Excel, and Outlook. Ability to prepare complex documents and compose letters and memoranda. Ability to make decisions in accordance with departmental rules, regulations and policy. Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.Paid leave includes : Vacation - accrue nine (9) days annually with additional days awarded for longevity; Sick Leave - accrue twelve (12) days annually; Holidays - thirteen (13) days off; Personal Days - two personal days after six months of service.Pension plan : General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable.
