Description
Highly responsible technical work involved in procurement, contracts, and Bid / RFP / RLI solicitation. Procures materials, supplies, capital equipment and contract services according to established practices of cost containment and quality. Approves all purchase orders up to determined limit. Assists departments in drafting specifications and solicits bids and RFPs on all purchases over determined limit. Procures professional services (CCNA) via the RLI process. Maintains records of purchases and contracts to optimize opportunities for improved sources, distribution of business, prices and terms relative to changing economic conditions. Works as a support staff for the local / small business enterprises (Local / SBEs)to facilitate existing programs and to develop new initiatives to increase participation of contractors and subcontractors for the procurement of goods and services. Attend, and participate in special events and promotions encouraging Local / SBE vendor participation in City projects. Responsible for tracking and reporting local business / SBE participation goals. Disposes of surplus inventories, scrap material and obsolete equipment. Assists General Services Director and all departments in developing and maintaining commodity standards for purchases. Prepares bid tabulations, evaluation criteria forms and agenda reports. Performs related work as required.
Typical Qualifications
Bachelor's degree from a four-year accredited college or university in Business or Public Administration or a related field. Extensive experience in public purchasing, or a minimum four (4) years progressive experience in a large centralized private sector procurement operation handling various methods of procurement including : request for quotations, invitations to bid, request for proposals, and request for letters of interest from preparation to award. Experience with the use of Sungard HTE Purchasing / Inventory software desirable. Experience with State of Florida CCNA requirements desirable. CPPO or CPPB certification desirable, as well as previous experience in working with Local / SBE's programs. A comparable amount of training and experience may be substituted for the minimum qualifications. Ability to interact effectively with the public and communicate effectively orally and in writing. Possession of a valid Florida driver's license. Ability to see, read, talk, hear, handle or feel objects and controls. Ability to operate office related equipment. No significant moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, and pulling. Sedentary position. Physical abilities include frequent moving up to 10 lbs. and occasionally up to 20 lbs., walking, standing, pushing, reaching and grasping. The noise level in this environment is usually quiet in an inside office setting.
