Job Summary
Under the general direction of the Director of Human Resources, the Assistant Director of Human Resources assists in planning, organizing, and directing the activities and operations of the Human Resources Department. This position plays a key role in strategic HR planning, compliance, employee relations, talent acquisition, training and development, and performance management. The Assistant Director serves as a key advisor on personnel matters, ensuring compliance with federal, state, and local laws while fostering a diverse and inclusive workplace culture.
Supervision Received And Exercised
Receives general direction from the Director of Human Resources.
Exercises direct and indirect supervision over professional, technical, and clerical staff.

Strategic Human Resources Management
Assists in developing and implementing HR strategies that align with the City's operational goals and objectives.
Participates in workforce planning, organizational development, and succession planning initiatives.
Recommend and implement innovative HR solutions to enhance efficiency and effectiveness.
Compliance And Policy Administration
Ensures compliance with federal, state, and local employment laws and regulations, including FLSA, FMLA, ADA, EEO, and labor laws.
Assists in developing, updating, and enforcing HR policies, procedures, and employee handbooks.
Oversee employee investigations, grievances, and disciplinary actions in accordance with City policies.
Employee Relations & Engagement
Promotes a positive and productive workplace by developing and implementing employee engagement programs.
Provides guidance and support to managers and employees regarding workplace conflicts, performance issues, and personnel policies.
Talent Acquisition & Retention
Oversees recruitment, selection, and onboarding processes to attract and retain a highly qualified workforce.
Develop and implement retention strategies to reduce turnover and increase employee satisfaction.
Collaborate with departments to identify workforce needs and implement best hiring practices.
Training And Development
Assesses training needs and develops programs to enhance employee skills, leadership, and career development.
Implement initiatives to ensure compliance training and professional growth opportunities.
Provides coaching and development for department heads and supervisors on HR-related best practices.
Performance Management
Assists in administering the City's performance evaluation program, ensuring consistency and effectiveness.
Advises department heads and supervisors on employee performance matters, including coaching, corrective action, and professional development.
Develop and implement initiatives to promote high performance and continuous improvement.
HR Operations & Special Projects
Assists in budget preparation and administration for the Human Resources Department.
Manages special HR projects and initiatives as assigned by the Director of Human Resources.
Represent the department in meetings, presentations, and interactions with employees, management, and external stakeholders.
Minimum Qualifications
Education & Experience:
Bachelor’s degree in human resources, Business Administration, Public Administration, or a related field.
Minimum of five (5) years of progressively responsible experience in human resources management, with at least three (3) years in a supervisory or leadership role.
Licenses & Certifications
Public sector HR experience is preferred.
Professional certification such as PHR (Professional in Human Resources), SPHR (Senior Professional in Human Resources), SHRM-CP (SHRM Certified Professional), or SHRM-SCP (SHRM Senior Certified Professional) is preferred.
Must possess a valid Texas driver’s license or obtain one within six (6) months of employment.
Knowledge, Skills, And Abilities
Strong knowledge of federal, state, and local employment laws and regulations.
Expertise in HR functions, including recruitment, employee relations, training, compensation, benefits, and labor relations.
Ability to handle sensitive and confidential matters with discretion and professionalism.
Excellent leadership, decision-making, and problem-solving skills.
Strong interpersonal and communication skills, both written and verbal.
Proficiency in HRIS (Human Resource Information Systems) and Microsoft Office Suite.
Ability to work collaboratively with employees at all levels of the organization.
WORKING CONDITIONS & PHYSICAL DEMANDS
Work is performed primarily in an office setting, with occasional travel required for meetings, training, or professional development.
