DEFINITION

Assists manage, supervise, and provide technical, skilled work in the planning, construction, operation, repair, and maintenance of city water, and sewer facilities and systems of the Utility Department including laboratory analysis, and system maintenance; provide complex staff assistance to the Operation Manager.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Operation Manager.

Exercise direct and indirect supervision over maintenance technical and clerical staff.

Examples Of Important Responsibilities And Duties

Essential and other important duties and responsibilities may include, but are not limited to the following:

Plan, schedule, and implement construction, maintenance, and operation activities designed to provide quality water, sewer, and service for the city; oversee construction and maintenance work to determine acceptability and compliance.

Develop programs, train, and supervise employees, including supervisory personnel, to perform the duties of maintenance, construction, and repair of water, sewer, and other infrastructure.

Enforce department work rules and regulations, initiate, review, and/or recommend employee disciplinary actions.

Assume responsibility for all maintenance, construction, and repair of water distribution, sewer collection, lift stations, and large meters, and to ensure that all aspects of the city's water systems are functioning properly.

Provide information to various civic, school, and public groups and individuals regarding water and sewer problems and services.

Assist in timely and proper response to complaints regarding water leaks, pressure loss or no water, and sewer backup problems; properly evaluate situations to determine potential causes of problems; explain findings to property owners through the use of various media, including Blackboard, door tags, and direct customer contact.

Ensure resident and business owner notification in areas where water and sewer services will be interrupted, including when services will be shut off and an estimate of time services should be turned back on.

Review safety rules and policies; enforce City safety policies, train subordinate supervision in proper safety monitoring and compliance.

Analyze monthly operating costs; make recommendations for department budget, considering the needs of the city, for new and replacement water, sewer, and necessary equipment; assist with budget preparation, and cost estimates.

Coordinate the Department's maintenance activities with other City departments, divisions, and other non-City agencies.

Recommend appointment of, train, motivate, and evaluate staff, monitor employee performance, prepare and present employee performance reviews, and coordinate or provide staff training.

Serve as a member of the City's management team; provide information and recommendations regarding operations; assist in decisions related to all facets of municipal government.

Perform related duties as assigned by the Operation Manager.

  • operating necessary and assigned equipment (non-construction)
  • communicating orally or verbally with others

Qualifications

Knowledge of:

Theory and practice of modern potable water treatment and distribution, wastewater collection, pumping, and preferably water and wastewater treatment.

Occupational hazards and safety precautions necessary in work. Industrial wastes and their treatment.

Applicable Federal, State, and local laws and regulations.

Procedures and techniques of budget preparation and administration.

Principles of personnel administration, supervision, and training.

Ability To

Supervise, train, and evaluate technical and clerical staff.

Plan, organize, assign, and schedule a variety of technical, operational, and maintenance programs.

Develop and administer sound department policies.

Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.

Interpret applicable laws, rules, and regulations.

Work with consulting engineers and contractors

Communicate effectively, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.

Experience And Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way would be:

Experience

Seven (7) years of increasingly responsible Utility operation experience.

Training

Some science credits or training are in water treatment, wastewater treatment, water distribution, sewer collections, or utility operation-related fields.

License Or Certificate

Possession of an appropriate Texas driver's license.

Prefer Possession of a Class B wastewater license or Class B water treatment license issued by the State of Texas.
