Pays $33.23 to $38.53 per hour
Benefits include medical, dental, vision, and life insurance. HRA VEBA account may also be provided. Retirement benefits include a choice between PERS 2 or 3 and optional Deferred Compensation. Major Function and Purpose
The Permit Technician reviews applications, reads and interprets information, explains permitting code concepts to customers, determines level of advanced review required and routes applications as appropriate, issues permits within scope of authority, and performs all duties of a Permit Clerk in to support the efficient operations of DCD's Permit Center.
General Function
Permit Technician accepts and coordinates applications; answers permit application questions about the process, and applicable codes and regulations; refers complex questions and issues to the appropriate personnel; performs simple plan review which requires interpreting information on applications and plans; reviews low complexity applications for compliance with local, state and federal regulations; calculates permit fees and provides statements of charges to applicants; and issues permits.
Supervision Responsibilities
This position has no supervision responsibilities and reports to the Permit Center Manager. May serve as a lead worker in the absence of the supervisor.
Job Duties and Responsibilities

Contacts and Relationships
The Permit Technician has extensive contact with customers to accept permit applications, issue permits and schedule inspections and site visits. The position works with department staff, other city personnel and representatives from other agencies to provide or receive information, coordinate plan reviews, fulfil public record requests, issue permits, and close files. Communication may be by telephone, in person, or through written message.
Working Conditions
Work is performed in an office environment. There are no extraordinary physical demands on the employee in this position. Repeated interruption of the work routine is typical. The work area can be noisy. Substantial telephone and in-person contact with the public, builders, engineers, contractors, developers, governmental agencies and departments require that the individual have the ability to communicate effectively in English both orally and in writing. This position requires extensive reading and involves repetitive motion tasks. The employee will be required to answer telephones. Requires the ability to operate a personal computer / terminal and other office equipment. The regular working hours for the position and employee shall be set by the Permit Center Manager. Attendance at evening meetings or other off-duty events is not a regular part of the duties of this position and is not anticipated; however, the individual may from time to time be required to return to duty after normal work hours.
Knowledge, Skills and Abilities
While requirements may be representative of minimum levels of knowledge, skills and abilities to perform this job successfully, the incumbent will possess the abilities or aptitudes to perform each duty proficiently.
In addition to the knowledge, skills and abilities outlined in the applicable Permit Clerk job description, incumbent must have knowledge of planning, building, and site development terminology, international building codes and permitting requirements used to review applications, documents, and information on building and site plans for permit approval, and knowledge of basic land use and planning concepts. Knowledge of applicable Port Orchard codes is preferable.
Must have the ability to read, understand, and evaluate permit applications for consistency with local regulations and demonstrate proficiency in MS Office Software (Word, Excel, Outlook, Publisher and PowerPoint).
Physical Requirements
The incumbent must have the physical ability to perform all essential job functions. Continuous repetitive arm / hand movement and crouching, stretching and kneeling abilities are required for the performance of this job. Exertion of force of 20 pounds to lift / carry / move objects, files or materials. Must have hand-eye coordination sufficient to operate office equipment. Must have the ability to produce legible handwritten documents. Must be able to discern voice conversation.
Minimum Requirements
ICC Permit Technician Certification, three years office experience, at least two of which include building, engineering, planning, zoning, land use, municipal permitting or similar, and HS diploma / GED, are required. Prior experience with Bluebeam, Adobe Acrobat professional programs, SmartGov or other electronic permit tracking system, public record retention schedules, and Port Orchard Municipal Codes is preferred. Experience as a municipal employee desirable.

Medical Insurance : Employees have a choice between four medical plans for themselves and eligible dependents : Association of Washington Cities (AWC) HealthFirst 250 (Regence), Regence High Deductible Plan, Kaiser Permanente $20 copay / 200 deductible plan, or Kaiser Permanente High Deductible Plan. Employees pay 10% of the cost of the monthly premium on the HealthFirst 250 or Kaiser 20 / 200 plans. The City pays the full cost of the high deductible plan options. Rates are available upon request. Medical insurance is effective the first of the month following date of hire provided that at least 40 hours are worked in the month of hire.
Dental Insurance : Dental insurance for the employee and eligible family members is provided through the Association of Washington Cities (AWC) with a choice between Delta Dental Plan F or Willamette Dental $15 Copay plan. The City pays 100% of dental insurance premiums. Dental benefits are effective the first of the month following date of hire provided at least 40 hours were worked in the month of hire. Both plan options include an orthodontia plan for children.
Vision Insurance : Vision insurance for the employee and eligible family members is provided through the Association of Washington Cities (AWC) Vision Services Plan (VSP). The City pays 100% of vision insurance premiums. Vision benefits are effective the first of the month following date of hire provided at least 40 hours are worked in the month of hire.
Life Insurance : The City provides a $50,000 life insurance and $50,000 accidental death and dismemberment policy for the employee.
HRA : The City of Port Orchard may pay into an HRA VEBA account, depending upon the insurance plan selected and the number of family members insured. The account is available to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment. Some departments have elected to make an additional monthly contribution. All employees in those departments must participate.
Vacation Leave : Full-time employees earn 80 hours during their first year of employment and increase thereafter based on additional years of service in accordance with City policy, up to a maximum of 320 hours.
Sick Leave : Employees earn 8 hours of sick leave for each calendar month of employment up to a maximum accrual of 960 hours.
Holidays : The City of Port Orchard recognizes 11 holidays and provides for two personal holidays.
Retirement : The City of Port Orchard is a participant in the Washington State Retirement System. New employees may choose between PERS Plan 2 and PERS Plan 3.
Deferred Compensation Plan : The City participates in the Washington State Deferred Compensation Program (457 plan) or DCP. DCP allows employees to defer a portion of their paycheck for investment for retirement similar to a 401(k).
Working Hours : Regular work hours are Monday-Friday 8 : 00 a.m. to 4 : 30 p.m. Evening, weekend and overtime work may be required.
Probation : New employees serve a 12-month probationary period.
Social Security : The City of Port Orchard participates in Social Security.
Direct Payroll Deposit : The City of Port Orchard requires paychecks to be directly deposited into a bank account of your choosing.
