This position is an Essential Classification and will require you to report to duty before, during, and immediately after a civil emergency.

Responsible work under the direction of the Facilities Maintenance Director performing the development, preparation, award and management of vendor services work, projects and contracts including administration of office, field work, quality assurance and compliance. This position requires overtime. Facilitates the development of public trust and confidence in the City. 

The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.  

  • Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Performs all required general maintenance including carpentry, concrete, plumbing and irrigation in the construction and maintenance or repair of City facilities and sites. 
  • Reviews and makes recommendations for the purchase of equipment, materials, and supplies. 
  • Responsible for soliciting procurement for design, maintenance and construction of vendor and contractor work at all City facilities.
  • Responsible for performing vendor and contractor administration which includes coordination of vendors for service contracts, quality assurance site inspections and budgetary oversight for contracted services.
  • The position involves collaboration with user Departments for the performance of contracted services. 
  • Attends pre-bid, pre-construction, progress, and all other meetings for projects and contracts.
  • Assists in development of proposed work for execution of projects.
  • Provides direction, guidance and assistance to vendors and contractors; coordinates, organizes, prioritizes, monitors, and inspects contractor work.
  • Assists in reviewing plans, designs, reports, and specifications pertaining to projects and makes recommendations for modifications and changes.
  • Assists in preparing schedules and monitors progress of projects.
  • Assists in coordinating work performed by consultants, contractors, or other service providers and assists in administering maintenance contracts and monitors contractors work to ensure compliance with terms of contract; reviews and approves invoices and payment requests.
  • Assists in maintenance, repair, including chemistry on the City’s Interactive Water Fountain and other City maintained fountains.
  • Must be available to work nights, weekends, and holidays.
  • Performs other functions and related duties as assigned or required.
  • Other duties as may be assigned.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Two (2) years of experience which would demonstrate the ability to perform the essential functions of the position is preferred. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO) preferred.
  • Possession of valid Florida driver’s license and maintenance of clean driving record required. 

KNOWLEDGE, SKILLS & ABILITIES

  • Thorough knowledge of construction projects and contracts include administration of office and field work to ensure compliance and quality assurance.
  • Thorough knowledge of the principles and practices of supervision and organization.
  • Knowledge of the principles and practices of waterpark operations.
  • Ability to express ideas effectively, both orally and in writing.
  • Ability to exercise sound judgment and discretion in establishing, interpreting, and applying policies and procedures.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems.
  • Ability to operate computers for data entry and word processing and email communications.
  • Ability to operate and repair small/light equipment, such as power tools.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Ability to focus on the positive in every situation.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to stay centered when challenged.
  • Ability to establish and maintain effective working relationships and the trust and confidence of the department, City employees, and the public.
  • Ability to communicate effectively in writing and orally.

  • Ability to follow through with assigned tasks.

While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel.  The employee is frequently required to walk and reach with hands and arms.  The employee is occasionally required to stand and stoop, kneel, crouch, or crawl.   The employee must frequently lift and/or move up to 50 pounds and climb a ladder up to 15 feet in height. Specific vision abilities required by this job include close vision and ability to adjust focus. The ability to work outside in all weather and the ability to work safely in confined spaces is required. Steel-toe or composite shoes are mandatory.

The noise level in the work environment is usually moderate to loud.
