This position is an Essential classification and will be required to report to duty immediately after a civil emergency.

- Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
- Assists in the development, maintenance and implementation of PSLUSD educational programs (FOG and IPP), which educate institutional facilities, and any other establishments based on the characteristics of wastewater, experience, field inspections, maintenance records and operational issues. This includes, but is not limited to, commercial food establishments that prepare and serve food, to the detriment of discharging fats, oils, and grease into the sewerage or storm water system; establishments with laundry, car wash, services for repair or maintenance of vehicles/mechanical equipment, barber shops, beauty salons, and animal care facilities.
- Performs and schedules site inspections and reinspection’s to verify that the grease, fats, oils, hair, lint, sand and other types of Interceptors/Traps (I/T’s), follow the City’s Grease Trap Ordinance Section 64.09. Inspections include removal of traffic load bearing manhole covers with manual manhole pullers.
- Perform field sampling in accordance with FDEP SOPs for water and wastewater.
- Educates related commercial establishments and the public of proper maintenance of grease traps or interceptors; and on requirements of the FOG and IPP programs. Update, maintain and apply new grease interceptors to PSLUSD customer software database.
- Monitors and documents compliance inspections and cleaning of I/T’s. Performs on-site integrity inspections of I/T’s and determines corrections necessary to achieve compliance.
- Works closely with grease haulers to ensure that proper procedures and requirements are followed.
- Responds to complaints, conducts routine inspections and inquiries as required.
- Performs data management procedures including data entry, reporting, and billing.
- Attend meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in the discharge of fats, oils, and grease discharges.
- May require announced or unannounced overtime work and the ability to respond to call-out during non-working hours or emergencies.
- Other duties may be assigned.

EDUCATION AND/OR EXPERIENCE
Graduation from an accredited high school or possession of an acceptable equivalency diploma required. A minimum of one (1) year practical experience in fats, oils and grease (FOG) control is preferred. Experience with wastewater collection systems and any related experience to fats, oils and grease outreach program(s) is highly preferred.
A comparable amount of training, education or experience may be substituted for the minimum qualifications.
CERTIFICATES, LICENSES, REGISTRATIONS
- Fats, Oils & Grease I (FOG-I) Management Certificate required to be obtained within two (2) years from the date of hire.
- Fats, Oils & Grease II (FOG-II) Management Certificate required to be obtained within two (2) years from the date of hire.
- Possession of valid Florida driver’s license and maintenance of clean driving record required.
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of basic compliance methodology and inspection techniques.
- Knowledge of workplace safety, specifically personal protective equipment and confined space entry.
- Ability to read and interpret water and sewer construction design prints.
- Ability to use field testing equipment and remove traffic load bearing manhole covers with manual manhole pullers.
- Ability to understand and follow oral and/or written policies, procedures and instructions; observe and analyze program methods.
- Ability to develop, prepare and present accurate and reliable reports containing findings and recommendations; and enforce program standards and specifications.
- Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions
- Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks, with proficiency in the use of Microsoft Office Suite Applications.
