The starting salary range for this position is $25.31 - $29.11 depending on qualifications

Responsible, technical, and administrative work monitoring, coordinating, and performing advanced office and field work related to large culvert inspections, repair, and replacement. Construction activities are done in accordance with applicable laws, ordinances, standards, plans, and specifications. Facilitates the development of public trust and confidence in the City.


This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations. 
  • Coordinates, monitors, inspects, and assists with the oversight of the large culvert inspection replacement program to include operation of televising truck and providing mentorship and guidance to Large Culvert Inspectors and survey support staff. 
  • Provides construction inspection for the Large Culvert Program and water control structure projects for conformance with specifications and regulations to include, but not limited to construction of drainage pipe systems and minimal street construction associated with culvert replacements; informs contractors and developers of codes, standards, and specifications and enforces as necessary to obtain corrective action; recommends alterations and approves appropriate field changes as required.
  • Coordinates with the Repaving Master Plan to ensure the Large Culvert Program is ahead of the paving program and pipes are replaced prior to the road being paved.
  • Operates camera equipment on the televising truck for the inspection of large culverts and water control structures.
  • Responds to 1PSL requests and other requests-for-service. Fills out inspection reports and conveys findings to the resident and supervisor.
  • Inspects work-in-progress of private contractors and City crews to ensure compliance of specifications and contracts.
  • Measures distances to verify accuracy of dimension of structural installations and layouts.
  • Inspects and monitors all restoration efforts related to excavations such as backfill, compaction, concrete, and asphalt repairs.
  • Prepares progress and inspection reports; maintains records of large and small culverts, drainage pipes, etc.
  • Prepares field sketches as needed.
  • Assist with the design and review of proposed and existing projects including, but not limited to preparing oral and written presentations for projects.
  • Makes field checks, prepares reports, maintains records, prepares quantity take-offs, reviews contractors’ pay requests.   Computes monthly estimates of work completed.
  • Maintains daily log of construction, maintenance, and inspection activities, as well as updating monthly reports on projects.
  • Handles complaints from citizens on the operations of the department or department contractors and mutually resolves customer complaints both to the satisfaction of the customer and to the department.
  • Keeps abreast of existing, revised, and new codes, standards, and professional developments within the field; acts as principal liaison between the public, contractor, and City staff for ongoing construction activities.
  • Reports construction changes as well as the estimated impact on the overall project costs to Management and the Leadership Team.
  • Re-inspects sites that were not approved on prior inspection to ensure compliance.
  • Accesses, inputs, and retrieves information from a computer.
  • Updates and maintains the culvert inventory program regularly.
  • Regular and punctual attendance.
  • May be required to work hours other than standard day shift. 
  • Works during emergency situations as required. 
  • Other duties as may be assigned.

EDUCATION AND EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Two (2) years’ experience successfully performing the job functions of a Large Culvert Inspector and/or a comparable knowledge of the City stormwater drainage system to include Crew Leader experience required.

 

CERTIFICATES, LICENSES, REGISTRATIONS 

  • Possession of valid Florida Class Driver's License and maintenance of clean driving record required.
  • Florida Stormwater Association (FSA) Stormwater Operator – Level 1 Certification required at date of hire. Certification maintenance required.
  • The Florida Stormwater, Erosion, and Sedimentation Control Inspector Certification required or the ability to obtain it within six (6) months from date of hire.
  • Florida Department of Transportation Intermediate Temporary Traffic Control Certification required or the ability to obtain it six (6) months from date of hire. Certification maintenance required.
  • Occupational Safety and Health Association (OSHA) Confined Space Certification required or the ability to obtain it six (6) months from date of hire. Certification maintenance required. 

 

KNOWLEDGE SKILLS, AND ABILITIES

  • Knowledge of Large Culvert Inspections Program.
  • Knowledge of roadways, sidewalks, soils, and drainage construction methods, governmental laws and policies pertaining thereto. Knowledge of the City’s stormwater drainage system.
  • Knowledge of City Codes of Ordinances, Florida Department of Transportation (FDOT), American Disabilities Act (ADA), and Public Works Engineering standards and specifications.
  • Knowledge of Occupational Safety and Health Association (OSHA) Safety Standards.
  • Knowledge of basic engineering methodology and inspection techniques.
  • Knowledge of project evaluation and review techniques and ability to work with computerized project management software applications. 
  • Knowledge of the use of measuring devices including rulers, tapes, feeler gauges, protractors, and micrometer calipers.
  • Knowledge of AutoCAD Design.
  • Knowledge of Microsoft Office Software. 
  • Knowledge and understanding of survey information.
  • Ability to use a transit or surveyor’s level is desirable.
  • Ability to write legibly, draw technical sketches, and operate a camera.
  • Knowledge of estimating, daily inspection reports, and swale upgrade installation.
  • Knowledge of City and Public Works Department policies and procedures.
  • Ability to read and interpret construction design prints; prepare material take-offs and as-built drawings, inspect projects to ensure that new construction is performed according to specifications; note and report deficiencies and improper construction methods; monitor job progress; ensure that field sketches and cost estimates are accurate.
  • Ability to practice and enforce good safety procedures. 
  • Ability to present and maintain a high organizational image and maintain good public relations.
  • Ability to use tools such as measuring tools, hand tools, debris removal tools, lighting devices, photographic equipment, marking devices, record-keeping supplies, personal protective safety equipment, traffic safety, and first aid.
  • Ability to use specialized equipment such as ladders, small boats, ropes, transit or level surveying equipment, camera on televising truck, mechanical ventilation and pre-entry air test equipment (confined spaces), hole sawing equipment, meters or kits for testing pH, and resistivity meters.
  • Ability to conduct systematic inspections of construction projects and render a decision firmly and tactfully.
  • Ability to maintain accurate records and prepare written technical reports.
  • Ability to address multiple demands and meet deadlines; adapt to interruptions, equipment failures, unusual demands, or changing priorities.
  • Ability to read and understand City maps.
  • Ability to access, input and retrieve data from a computer.
  • Ability to establish and maintain effective working relationships with staff, consultants, public employees, and officials.
  • Ability to communicate effectively in writing and orally.
