- Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
- Works in conjunction with Capital Engineering Division engineers, project managers, and inspectors to:
- Coordinate among Divisions within the Utility Systems Department (USD), between the USD and other City Departments, engineering consultants, contractors, regulatory agencies, etc.
- Coordinate the delivery of Capital Engineering division construction projects by ensuring the contractor’s adherence to approved design, standards, specifications, and permit requirements; helps identify improprieties and deficiencies therein. Some of these tasks include:
- Review of plans, specifications, bid items list, schedules and contracts prior to construction.
- Attend pre-construction meetings.
- Observe and inspect construction work in progress.
- Review as-built drawings against inspector markups at the conclusion of construction.
- Other duties as may be assigned.

EDUCATION AND/OR EXPERIENCE
Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Minimum of three (3) years of progressively responsible experience in the field of construction required; utility construction preferred. A minimum of six (6) months of electronic plan review and markup experience preferred. Possession of valid Florida driver's license and maintenance of clean driving record required.
A comparable amount of training, education or experience may be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS, & ABILITIES
- Knowledge of water and/or sewer line construction methods, governmental laws and policies pertaining thereto preferred.
- Ability to inspect water and/or sewer line installations to assure that construction is performed according to specifications and best practices.
- Ability to note and report deficiencies and improper or unorthodox construction methods; monitor job progress; assure that field sketches and are accurate.
- Participates and provides input, as requested, regarding the overall direction and management of the Capital Engineering Division.
- Working knowledge of general office software such as Word, Excel and PDF as well as willingness to learn other software tools available.
- Willingness to practice and enforce good safety procedures.
