This is a contractual temporary position. 

This position is full time, 40 hours a week. After the applicable waiting period, the individual will be eligible for health benefits.

The On-Site Law Enforcement Care Administrator will provide comprehensive support to both sworn and non-sworn police department employees. This role is integral to promoting the psychological well-being of department personnel by offering therapeutic support, crisis intervention, and mental health education. The administrator will work collaboratively with the department's leadership to address the unique stressors and challenges faced by law enforcement staff in a high-pressure environment. The goal is to enhance resilience, mental health, and overall performance in both professional and personal contexts. Performs intermediate service work in the field of behavioral health issues, crisis intervention, and risk assessment and management. Work is performed under general supervision. Facilitates the development of public trust and confidence in the City.

This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations. 
  • Crisis Intervention: Respond to on-site emergencies, including critical incidents involving police personnel, offering immediate mental health support and post-crisis follow-up care.
  • Mental Health Assessments: Conduct comprehensive post mental health evaluations and risk assessments to identify acute mental health concerns, developing appropriate proposed treatment plans and referrals when necessary.
  • Training and Education: Develop and deliver workshops or training sessions focused on mental health awareness, stress management, suicide prevention, coping mechanisms, and resilience-building techniques.
  • Collaboration: Work closely with department leadership, Human Resources, Peer Support Teams, Employee Assistance Programs (EAP), and other wellness resources to ensure a holistic approach to employee wellness.
  • Confidentiality and Documentation: Maintain strict confidentiality in accordance with legal and ethical guidelines. Keep detailed, accurate records of all services provided while ensuring compliance with departmental protocols and state regulations.
  • Wellness Programming: Assist in the development and implementation of mental wellness programs aimed at proactively supporting the mental health of the department, including initiatives for early identification of mental health concerns.
  • Support During Critical Incidents: May provide support during critical incidents such as officer-involved shootings, traumatic events, or significant operational incidents, offering immediate and long-term psychological support.
  • Referral Services: Coordinate referrals to external mental health professionals or specialized treatment programs for officers and staff requiring additional services beyond the department's capacity.
  • Outreach and Engagement: Develop outreach initiatives to foster a culture of openness about mental health in the department, reducing stigma and encouraging employees to seek help when needed.
  • Coach and train.
  • Civilian with credentials to manage program and workload, as assigned.
  • Requires work in the field alongside law enforcement personnel.
  • Other duties as may be assigned.

 EDUCATION AND/OR EXPERIENCE

Graduation from an accredited college or university with a master’s degree with major course work in mental health counseling, psychology, social work, or a related field required. Minimum one (1) year of related experience (post-master’s degree or doctoral level) required. Experience working with law enforcement, military, or emergency responders strongly preferred. 

CERTIFICATES, LICENSES, REGISTRATIONS

  • A State of Florida Licensed Mental Health Counselor (LMHC), Licensed Clinical Social Worker (LCSW), or Licensed Professional Counselor (LPC), licensed under Florida State Statute 491 required.
  • Certification in Critical Incident Stress Management (CISM) preferred.
  • Training in Eye Movement Desensitization and Reprocessing (EMDR) or other trauma-focused therapies preferred.
  • CPR/AED certification required to be obtained within 180 days from date of hire.
  • Possession of valid Florida driver’s license and maintenance of clean driving record required.

 While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, and crouch. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision and ability to adjust focus. 

 WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The administrator will work on-site at the police department, with occasional after-hours support during critical incidents or emergencies.

 While performing the duties of this job, the employee is regularly exposed to outside weather conditions that may be adverse and extreme (heat, humidity, cold, rain, etc.). The noise level in the work environment is usually moderate.  The office environment is fast paced.
