Administrative, leadership, and technical work in the operation and mechanical maintenance of Water Treatment Plants and their related systems. Facilitates the development of public trust and confidence in the City and its Utility.
This position is an Essential classification and will be required to report to duty before, during and immediately after a civil emergency.

- The Lead Operator performs leadership functions related to the operations and maintenance of the Water Treatment Plants, related re-pump stations, and well field
- This position is distinguished from supervisory classifications in that the Lead Operator does not exercise formal authority. The Lead Operator does assist in such areas as discipline, grievance resolution, employee interviewing, employee performance evaluation, hiring, and other personnel-related decisions.
- Plans, organize, and directs the uninterrupted flow of operations in water treatment plants.
- Regular and punctual attendance.
- Monitors routine daily activities of the shift operators. Assists with scheduling work assignments of operators and staff assigned to the facilities.
- Oversee special projects assigned to shift operators and staff at each facility.
- Inspects plant installations and directs or takes corrective action for operational, mechanical, or electrical malfunctions.
- Oversee the maintenance of records and data entry. Trains and instruct staff in plant related procedures and methods.
- Monitors the plant for compliance within regulatory requirements.
- Prepares surveys, creates analytical reports on treatment plant’s operations and processes, and makes recommendations for alterations to the existing procedures and methods.
- Determines the effectiveness of operations and reports any inefficiencies to the Chief Operator.
- Maintains chemical inventory for the facilities. Requisitions for supplies and equipment.
- Some administrative work in the Water Plants is required. Carries out administrative responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and reviewing work.
- Other duties as may be assigned.
IMPORTANT: Per Department of Environmental Protection rules regarding Treatment Plant Classification and Staffing, Section 62-699.311, (1) An operator meeting the lead/chief operator class for the treatment plant shall be available during all periods of domestic wastewater or water treatment plant operation. “Available” means able to be contacted as needed to initiate the appropriate action in a timely manner.
THIS POSITION REQUIRES ROTATING SHIFT WORK, SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.
SUPERVISORY RESPONSIBILITIES
May oversee the work of non-supervisory employees. Carries out responsibilities in accordance with the City’s policies and applicable laws. Responsibilities may include training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma required. Graduation from an accredited college or university with an associate’s degree in related field preferred. Four (4) years related administrative experience, or an equivalent combination of education, training, and experience required.
A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
CERTIFICATES, LICENSES, REGISTRATIONS
- Water Treatment Plant Operator’s “A” license issued by the Florida Department of Environmental Protection to be obtained within three (3) available testing cycles from the date of hire.
- Possession of a valid Florida Driver’s License and maintenance of clean driving record required.
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of methods and practices of modern water treatment and operating procedures.
- Knowledge of health and safety factors in water treatment and in operating plant's equipment.
- Knowledge of the chemical and physical processes involved in treatment of water.
- Ability to inspect equipment in operation, detect changes in conditions, and make necessary adjustments or general repairs.
- Ability to understand and execute written and oral work orders and maintain required records.
