MANAGEMENT ASSISTANT I - INFORMATION TECHNOLOGY
The City of Portland’s IT Department is seeking a motivated, proactive individual to join its team as a Management Assistant I. The ideal candidate will have significant financial management skills, and the desire to help the IT Director proactively manage the administrative, financial, communication, and strategic aspects of the IT Department.
Position Overview:
With a close-knit staff of 20, and a budget of more than $3 million, the City’s IT Department supports the design, development, and maintenance of a large, wide-area information network, and manages all the technology hardware and software used by the City of Portland. The Management Assistant I works closely with the IT Director to manage the significant budget, vendor relationships, communications, administrative work, and strategy of the department.
Duties & Responsibilities:

Proactively manages all aspects of the department’s finances, including budget, vendor relationships, AP/AR, purchasing cards, payroll, etc.

Oversees the administrative functions of the department, including general clerical duties, as needed.

Manages public and internal-facing communications under the direction of the IT Director.

Partners with the IT Director on the strategic direction of the Department, including goal setting, policy drafting, and assisting with staff planning and allocation.

Takes on special projects, as needed.

Acts as the Human Resources Liaison for the department, handling the administrative aspects of HR adjacent functions while referring substantive matters to the HR Department.
- Work as a team player to support other members of the IT Department in meeting the technology needs of the City.
Required Skills & Experience:

Graduation from a four-year college or university with a major in business, public administration, communications, or other related area; or any equivalent combination of training and experience.

Excellent written and verbal communication skills; including the ability to present complex information in a clear and concise manner.

Excellent customer service skills and interpersonal skills.

Excellent technology skills, including experience with database management.

Considerable knowledge of the principles and practices of financial management, accounting, and payroll administration, with a strong preference for experience in public accounting. Experience managing budgets with significant independence.

Considerable knowledge of research and analysis methods and techniques.

Experience analyzing a variety of administrative problems; making recommendations for their solution; and putting such recommendations into effect.
- Ability to establish and maintain effective working relationships with department heads, departmental personnel, union representatives, other City staff, and the general public.
Preferred Skills & Experience:
- Preference for knowledge of public administration with particular reference to local government.

Salary & Benefits:
This is a non-union position (Grade C41) with a starting annual salary range of $67,329 - $75,778.
