Job Appointment: At-Will, Full-time
 
Work Schedule: Monday – Friday, 8 am-5 pm.  An alternate schedule may be available.
 
Work Location: The current schedule for this position is hybrid. Employees are expected to work on-site 50% of the time. The City is reevaluating a return-to-office (RTO) policy, which could change in-person requirements with notice. The hiring manager for this position will have more up-to-date information at the time of all verbal/contingent offers. In-person work will be conducted at 1120 SW 5th Ave, Portland, OR 97204. About the Position:

Join the City of Portland in a transformative leadership role as the Business Solutions Division Manager for the Bureau of Technology Services. This position offers a unique opportunity to drive digital transformation across the city, enhancing public service delivery through innovative technology solutions and human-centered design. Working with a talented team of technologists, you will be at the forefront of creating meaningful change in our community, leveraging your expertise to shape the future of digital services in Portland government.

The Business Solutions Division encompasses four key program areas: Digital Services, Application Services, Data Platform, and Enterprise GIS Services. These teams collaborate to develop, implement, and maintain critical technology systems that power city operations and community services. Your leadership will be crucial in nurturing these teams on their journey towards modern delivery practices while ensuring they continue to provide reliable services that meet the needs of both internal and external users.

As a Business Solutions Manager, you will:

  • Lead Digital Transformation: Champion and implement modern software development practices across the organization, fostering a culture of continuous improvement, outcome-focused metrics, and lean product development.
  • Drive Technical Excellence: Implement modern technology approaches that reduce delivery lead times, eliminate bottlenecks, and create high-performing teams.
  • Manage Strategically: Oversee a diverse portfolio of digital products and services, aligning technology investments with user needs and city goals while ensuring fiscal responsibility and effective budget management.
  • Cultivate Partnerships: Establish strong relationships with city leaders, external partners, and community stakeholders to identify opportunities for digital services to advance community outcomes.
  • Guide Bureau Evolution: Serve as a key member of the Technology Bureau's leadership team, helping to shape the bureau's overall strategic direction, modernization efforts, and organizational development during a period of significant change.

The following minimum qualifications are required for this position:

  1. Experience successfully leading and managing cross-functional teams of product managers, designers, and software developers in delivering digital services using agile methodologies and human-centered design practices.
  2. Experience successfully delivering in software product development, human-centered design, and outcome-focused metrics, with demonstrated success in applying these practices to transform traditional IT operations into modern digital service delivery.
  3. Ability to effectively communicate at a high level with leadership and stakeholders, using storytelling to translate technical concepts for non-technical audiences, and at a technical detail level with product and software development staff.
  4. Experience and accountability in developing, implementing, and executing multiple product visions, strategic plans, and product roadmaps for digital services that demonstrably improved user experiences and organizational outcomes.
  5. Experience as a technology leader during organizational digital transformation, acting as a champion and facilitating a change in culture toward more modern software development practices.

Although not required, you may have:

  • Five (5) or more years’ experience in successfully leading and managing cross-functional teams of product managers, designers, and software developers in delivering digital services using agile methodologies and human-centered design practices.
