The City of Portland Bureau of Environmental Services (BES) is seeking a Capital Project Manager II for the Treatment and Pumping Systems Division of the Engineering Services Group, as well as candidates for future Capital Project Manager II (CPM II) roles at BES and the city. 

The Capital Project Manager II position will provide direction and coordination on construction management of a variety of wastewater treatment, pump station, collection system, and non-process facility capital improvement projects.  Responsibilities include constructability reviews of design milestone plans and CSI-based specifications, technical research/analysis of Contractor Submittals and RFIs, managing the progress payment process, change management processes for cost and time, construction critical path schedule reviews and analyses, coordinating commissioning activities, and facilitating turn over of new projects to the BES operations and maintenance teams. 

CPM IIs are responsible for moderately complex construction projects up to $15 M, and some smaller construction projects using alternative contracting methods. The Capital Project Manager II position coordinates and ensures progress on all aspects of assigned projects from bidding, through construction and commissioning, to turnover.   

The position works as the leader of the BES construction management team assigned to the project including an assistant construction manager and Public Works Inspectors under the general supervision of the TPSD Construction Engineering Supervisor. The list established from this recruitment may also be used for future openings in our Construction division.

  • Plan and manage all aspects of assigned project construction activities including, cost, schedule, quality, and functionality of automated equipment systems.
  • Collaborate with contractors, engineering staff, planning staff, other City bureaus, and partner agencies.

An ideal candidate will be a self-starter who can handle a variety of challenging projects simultaneously, keeping them on track to support the Contractor's schedule.  They also will have a strong background in construction management and engineering concepts.  Although not required, a background and education in construction management, and/or engineering is desired.  

The ideal candidate will be comfortable leading a diverse team of professionals in a range of disciplines. They will also be able to give public presentations and work with the public and stakeholders to define and deliver capital projects.

Applicants should specifically address and demonstrate in their Cover Letter (no more than 3 pages) and Résumé how their education, training, and/or experience meet each of the following minimum qualifications:

  1. Experience with construction management including submittal reviews, answering RFIs, managing progress payments, preparing change orders for time and costs, and reviewing critical path schedules. 
  2. Experience reviewing and interpreting design plans and specifications for construction of multi-discipline projects such as civil, structural, architectural, mechanical, plumbing, and/or electrical.
  3. Experience communicating clearly, logically, and persuasively, both verbally and in writing, including preparing clear and concise responses to technical requests, in email and in letters.  
  4. Experience managing multiple concurrent projects while exercising sound, independent judgment in managing priorities, within established guidelines. 
  5. Demonstrated ability to establish and maintain effective working relationships with a diverse workforce and community.

Additional Requirements

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable: 

Education/Training: High school diploma or GED; 

AND 

Experience: Five (5) years of progressively responsible experience in construction, construction management, project management, landscape architecture, architecture, engineering or related experience. 

Special Requirements and/or Qualifications: 

A valid state driver’s license may be required for certain positions. 

Preferred Qualifications:

Bachelor’s degree or professional certification in construction management, project management, business administration, or related field is preferred but not required.
