Work Schedule: Monday – FridayAlternate Schedule May Be Available

Work Location: Hybrid - The current schedule for this position is hybrid. Employees are expected to work on-site 50% of the time. The City is reevaluating a return-to-office (RTO) policy which could change in-person requirements with notice. The hiring manager for this position will have more up-to-date information at the time of all verbal/contingent offers. In-person work will be conducted at The Portland Building located at 1120 SW 5th Avenue. Remote work must be performed within Oregon or Washington. For more information, click here.

Position Summary

The Senior Workers Compensation/Disability Analyst for the Risk Management Division of the Business and Finance Service Area is responsible for analysis and adjudication of complex Oregon workers compensation claims. 

This position 

  • Performs analysis, investigations and other case management functions to determine whether injuries and illness are occupationally related,
  • Establish the level of compensable benefits in accordance with state legal requirements
  • Facilitate employee return-to-work as soon as medically appropriate.
  • Perform responsibilities with a significant degree of independence and application of sound professional judgment in reaching determinations that are fair and compassionate to employees while protecting the city from unnecessary costs.

Applicants must specifically address and demonstrate in their responses to the supplemental questions and résumé how their education, training and/or experience, meets each of the following minimum qualifications: 

  1. Working knowledge of Oregon Revised Statutes Chapter 656/Workers' Compensation and related Oregon Administrative Rules.
  2. Experience interpreting and understanding medical terminology, anatomy, care and treatment of occupational injuries.
  3. Skill in calculating disability benefits and setting reserves in accordance with accepted reserving practices and standards accurately.
  4. Experience negotiating return to work issues, litigation, settlements, and claim resolution.
  5. Skill in analyzing claims and preparing clear and concise reports while maintaining effective working relationships with clients.
  6. Experience with electronic record keeping using Adobe Pro and other applications.

Applicants must also possess the following:

  • A current Oregon Workers Compensation Claims Examiner certification by the time of appointment.
  • A valid State Driver's License and acceptable driving record at time of hire - Reasonable accommodations will be considered for individuals.

Step 2: Minimum Qualification Evaluation: Every 2- 3 Weeks

  • Your résumé and responses to the supplemental questions will be the basis for our evaluation of your qualifications for this position. Incomplete or inappropriate information may result in disqualification.
  • You have 14 days from the notice of the minimum qualification evaluation results to let us know if you would like to review and discuss your evaluation result. Please read the City of Portland Administrative Rule 3.01 for complete information.
  • Additional evaluation may be required prior to establishment of the eligible list and/or final selection.


Step 3: Establishment of Eligible List: Every 2 - 3 Weeks 

  • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list. 


Step 4: Selection (Interview): Every 2 - 3 Weeks

  • Hiring bureau will review and select candidates for an interview


Step 5: Offer of Employment: To Be Determined

  • Some positions will require those offered employment to complete and sign a criminal background statement before being considered for employment. 


Step 6: Start Date: To Be Determined

  • A start date will be determined after all conditions of employment have been met.
