Job Appointment: Regular, Full Time
Work Schedule: Mon-Fri. 7am - 3:30pm. Beginning April 2025 all manager and supervisor positions will be expected to report to their worksites full time. Alternate schedules may be available, but the typical work schedule is Monday through Friday, with occasional after-hours work required to support critical projects or address system issues. Remote workdays remain an option, to accommodate travel, or occasionally focus on major work projects.

Position Summary: 
Portland Parks & Recreation Urban Forestry is looking for a dedicated and experienced Street Tree Care (STC) Supervisor II to lead the development and management of Portland’s first-ever citywide street tree care initiative. This role will focus on creating and implementing the processes, policies, and procedures required to maintain over 333,000 City-owned street trees. The STC Supervisor II will work closely with the Urban Forestry Operations Manager to recruit and build a dynamic team, establishing tracking metrics to ensure transparency and effective program management.

What you'll get to do:
  • Design and implement a comprehensive street tree care program ensuring adherence to arboricultural best management practices and urban forest management goals while managing the lifecycle of street trees from care to removal and succession planning.
  • Recruit, train, and develop a diverse team of specialists, fostering an inclusive and collaborative work culture while overseeing all aspects of team management, including performance evaluations and disciplinary actions.
  • Oversee the procurement and selection of vendor services for tree care, ensuring compliance with established maintenance standards and adherence to industry best practices.
  • Establish and apply tree care standards for street tree maintenance and the requisite quality assurance protocols to ensure the standards of tree care are met, while providing financial oversight to maintain budgetary compliance.
  • Develop and implement performance metrics that track the effectiveness of the street tree care initiative, facilitating alignment across multiple bureaus and ensuring regulatory compliance.
  • Act as a liaison with community stakeholders to promote the value of street trees and engage the public in urban forestry initiatives.

About Urban Forestry and Portland’s Forest:
Urban Forestry's mission is to manage and ensure Portland’s urban forest infrastructure for current and future generations. Portland’s urban forest is valued at over $9.2 billion and comprised of over 1.2 million park trees, 333,000 street trees and 2.9 million private property trees. The Urban Forestry team is responsible for the overall management, stewardship, and improvement of this essential infrastructure system. Urban Forestry’s work includes delivery of sustainable and equitable forest services to all Portlanders; establishing and enacting best management practices, plans, policies, and technical standards for tree care and protection and urban forest expansion; implementing, enforcing, and proposing improvements to the City’s tree regulations; providing tree maintenance services including 24/7 response to tree emergencies on City properties and public streets; tree planting and expansion of urban forest services; measurement and assessment of urban forest coverage, health, and services; offering community education and stewardship programs; and oversight and support of the City’s volunteer advisory tree board. Portland is a Tree City USA for 48 years; a Tree City of the World and the Urban Forestry program is accredited by the Urban and Community Forestry Society (formerly the Society of Municipal Arborists).

  1. Experience establishing and overseeing large-scale tree care programs in urban settings, with the ability to ensure regulatory compliance, develop performance metrics, and foster alignment across multiple bureaus.
  2. Ability to develop and apply protocols to manage the entire street tree lifecycle, including care, removal, replacement, and succession planning, ensuring these efforts align with urban forestry goals.
  3. Experience recruiting, hiring, training, and supervising a multidisciplinary team consisting of both represented and non-represented employees, including approving timekeeping, creating and delivering staff performance evaluations, and recommending and implementing strategies for overall team improvement, while fostering a positive and equitable work environment.
  4. Ability to oversee contract development, procurement processes, and vendor management, including ensuring compliance with city tree maintenance standards, local, state, and federal regulations.
  5. Experience developing, monitoring, and administering budgets, as well as performing cost analysis for programs, projects, and staff resources.
