JOB SUMMARY: This employee is responsible for directing and supervising the entire fieldwork of the Water Distribution Department and is supervised by the Assistant Director of Utilities. The employee supervises and participates in the daily duties of the department. The employee may receive general instruction for the work to be performed but must use their own judgment most of the time. The employee must occasionally modify existing work methods and develop new techniques for accomplishing the work within established limits or policies. The employee will routinely operate a light duty vehicle, a generator, leak detector, pipe and valve locators, and hand tools such as shovel, hoe, rake, wrenches, etc.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. · Plans, schedules and implements construction, maintenance, and operation and construction activities designed to provide quality water service for the city;
· Oversees construction and maintenance work to determine acceptability and conformance to standards;
· Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of water systems and other department facilities;
· Ensures that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies from the storeroom;
· Oversees the safety of assigned maintenance workers and equipment operators by instructing individuals in proper safety procedures and monitoring work in progress;
· Responds to complaints regarding water leaks, pressure loss or no water; evaluates situation, determines if repair responsibility lies with the city or the property owner; explains findings to property owners and notifies appropriate crew if necessary;
· Performs general plumbing and pipe fitting work such as pipe connections, laying pipe, making taps, and repairing leaks, setting and repairing fire hydrants;
· Operates various types of heavy and light equipment when necessary;
· Performs routine maintenance of tools and equipment;
· Assist in budget preparation;
· Regularly cleans and maintains vehicles, equipment and facility; and
· Performs other duties as assigned.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. · Knowledge of materials and equipment used in the installation, maintenance and repair of water mains and service lines;
· Knowledge of occupational health and safety precautions;
· Ability to guide, direct and motivate employees;
· Ability to operate and maintain various equipment used in water maintenance and repair such as backhoe, dump trucks and jetting machines;
· Ability to organize and supervise the activities of various crews performing construction and maintenance work;
· Ability to communicate effectively, verbally and in writing;
· Ability to read, understand, and follow both verbal and written instructions;
· Ability to read water meters and maps;
· Ability to perform pipefitting and maintenance of waterline;
· Ability to work under extreme weather conditions and for extended periods of time; and
· Ability to establish and maintain effective working relationships with other employees and customers.
EDUCATION and/or EXPERIENCE:
· High School Diploma or GED;
· 5 years of experience relating to the construction, repair and maintenance of water supply and distribution systems including the operation of related maintenance equipment;
LICENSES & CERTIFICATIONS:
· Tennessee D2 Distribution System Operator Certification required;
· CDL license required.

Work is generally preformed outdoors and the employee will be exposed to extreme weather conditions, sharp tools, and dangerous machinery with moving parts, excessive noise, dirt and dust. The employee may be exposed to fumes, chemicals or toxic substances. Employee must wear required Personal Protective Equipment (PPE).
