This position works within the Engineering Division of the Community Development Department.  The work is performed under the general supervision of the City Engineer.  This position will coordinate on a regular basis with the City’s Planning Division, Public Works Streets Division and City’s Police Department. The principal function of an employee in this class is to plan for and maintain a detailed understanding of existing and future transportation system capacities. This position performs entry level to professional Civil Engineering duties including Traffic Impact Study Analysis, Signal Timing Analysis, Roadway Closure / Detour Review, Speed Study Preparation, Traffic Count Collection, Roadway signs and marking review, Roadway Illumination Analysis, and Transportation Master Planning.  This employee assists in updates of City codes, standards, and specifications and will provide input for development of staff reports to guide policy makers.  This position will provide project plan and permit review, along with construction site inspection for residential, commercial, and capital improvement projects.  Advancement within this position is possible to a Senior Staff Engineer or the Assistant City Engineer position.  This position may assist in the supervision and training of the division’s Engineering Technicians and cross training with other Staff and Senior Staff Engineers. The principal duties of this class are performed in an office environment and will include some field operations.   Essential Duties and Responsibilities
  • Provide a thorough working knowledge and guidance in the implementation of the City’s Transportation Master Plan.
  • Performs construction plan and technical report review.
  • Assists with implementation of long-range planning for transportation systems, and related project development with outside consultants and city staff.
  • Work with Citizens, Street Department and Police Department in addressing concerns with roadway operations.
  • Interprets City codes, standards, and specifications.
  • Provides assistance as required to the City Engineer, and Assistant City Engineer.
  • Performs all work duties and activities in accordance with applicable codes, standards, policies, procedures, and safety practices.
Other Duties and Responsibilities
  • General Civil Engineering fundamentals relative to municipal design and construction.
  • Assist in supervision and training of Engineering Technicians.
  • Assist in cross training with other Staff and Senior Staff Engineers.
  • Receive cross training in other elements of Civil Engineering: Sanitary Sewer, Water, and Storm Water.
  • Provide support to Engineering Technicians for pre-construction review, and inspection duties of residential, commercial, and capital improvements projects.
  • Performs other related duties as required.
Knowledge of:
  • Traffic Signal and Roundabout design, construction and operational methodologies.
  • Traffic Modeling – Synchro
  • Computer Aided Design – AutoCAD Civil 3D
  • Geographical Information Systems – ESRI
  • Manual of Uniform Traffic Control Devices (MUTCD)
  • Public Rights-of-Way Accessibility Guidelines (PROWAG)
  • General residential, commercial, public works, and other civil engineering design and construction methods, materials, principles and practices related to transportation.
  • General city planning and zoning codes and ordinances, engineering and construction standards, and applicable building codes.
  • Federal (OSHA) regulations and City policies regarding safe work practices.
Ability to:
  • Communicate effectively, verbally and in writing with a broad scope of audiences.
  • Read and interpret engineering plans, diagrams, blueprints, and specifications.
  • Establish and maintain effective working relationships with elected officials, contractors, co-workers, and the public, under sometimes stressful conditions.
  • Analyze problems and provide solutions.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
  • Operate standard office equipment including a personal computer and program applications appropriate to assigned duties.
  • Operate a variety of computerized engineering equipment and mapping and drafting systems.
  • Operate a motor vehicle.
  • Bachelor’s degree in engineering; and
  • Two (2) years of experience in Transportation focused engineering; and
  • One (1) year of experience in civil engineering design and construction; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
