The person hired for the Development Services Technician position will receive the following:
7/1/2025 - 5% wage increase
7/1/2026 - 5% wage increase
Under direct or general supervision, provides a broad range of basic technical and administrative assistance to various divisions within the Development Services Department, including Engineering, Planning, and Building; and performs other duties as required. Performs routine public counter related tasks in support of the planning, building, and engineering divisions; processes applications for a variety of development and related permits; explains City code, policies, procedures and fees to the public; locates and retrieves records and information; researches land use information and histories; zoning ordinance interpretation; business license review; ministerial permit review; minor planning entitlement review; maintain the database of permits, receipts, plans, and other record documents; performs general office support duties; and perform other related duties as assigned.
Receives direct or general supervision from the Senior Planner, assigned supervisory or management personnel. Exercises no direct supervision over staff.

- Provides phone and front counter coverage, and responds to inquiries from the public. Assists residents, contractors, developers, and applicants with online permit applications. Serves as the primary point of contact for planning inquiries, and serves as the backup point of contact for all engineering inquiries. Capable of discerning the need for assistance on more complex project-related questions with the appropriate staff.
- Accepts and performs intake review on engineering, planning, and building plan submittals.
- Processes minor planning and engineering permits which may include Right-of-Way permits, moving permits, Temporary Use Permits, sign permits, and other minor permits as required.
- Provides planning reviews for building permits, engineering permits, and land use determination for potential businesses.
- Performs preliminary review of routine planning and engineering project designs.
- Maintains department records and distributes a variety of department-specific information, forms, records, and data as requested.
- Prepares GIS maps, reports, graphics, and other documents for the department as required.
- Performs basic surveying and traffic counting.
- Conducts address assignments for new structures and tenant spaces. Address assignment routing and notifications.
- Conducts research and generates data statistics for general planning/engineering-related records, public records research, reviews business licenses, and prepares zoning letters (administration remedy letters)
- Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
- Assist in the creation/updates of handouts, checklists, and SOP’s
- Review submittals for completeness, accuracy and conformance to the City’s planning, zoning, and engineering requirements to ensure divisions, are receiving all necessary information to proceed with projects.
- Track and route projects in an online permit software program
- Performs other duties as assigned.
Any combination of the following education and experience which demonstrates the ability to perform the duties of this classification.
Experience:
One year of directly related technical and administrative experience in a municipal government or other public agency is highly desirable.
Education/Training: Equivalent to completion of the 12th grade supplemented by college-level coursework is required. College-level coursework or specialized training in urban/sustainable planning, geography, architecture, urban design, public administration, business, engineering, or related field is desirable.
Licenses and Certifications:
- A valid class C driver’s license or the ability to arrange alternate and timely means of transportation in the performance of assigned duties.

Applicants will be evaluated on the basis of relevant training, education, experience, and writing skills as presented in the application, cover letter and resume. The process may include interviews and/or performance tests. Successful candidates will be placed on the eligibility list established, which will be in effect for a period of up to six months. A background investigation including LIVESCAN fingerprinting and a verification of a valid driver's license and satisfactory driving record from the Department of Motor Vehicles are required. All appointments are also subject to the successful completion of a pre-placement physical examination that includes a drug screening.
