Performs a variety of duties involved in Inspection of Capital Improvement Projects, residential and commercial construction sites, including Stormwater inspection. Examines underground utilities, including testing. Inspects pavement for safety issues. Investigates possible illegal grading violations, and stormwater BMP inspections. Ensures conformance with applicable Federal and State laws, codes, ordinances, plans, specifications, and departmental regulations.

Receives general supervision from the City Engineer or assigned supervisor.  Exercises no direct supervision over staff.  May provide technical and function direction to lower-level staff.

  • Inspects all phases of a variety of public works, infrastructure, and capital improvement construction projects for conformance with plans, specifications, contract provisions, and safe work practices in accordance with City, County, and State codes; inspects materials for identification; performs routine field tests as needed.
  • Reviews plans and specifications of assigned projects including street, storm drain, curb, gutter and sidewalk, street and alley pavement and grading, and water and wastewater distribution, collection, and treatment systems installation and repair construction projects.
  • Records amounts of materials used and work performed; prepares necessary reports for progress payments.
  • Confers with contractors and developers regarding conformance to standards, plans, specifications, and codes; explains requirements and evaluates alternatives.
  • Consults with engineering staff regarding problems and change alternatives.
  • Prepares and maintains daily inspection reports, progress payments, change orders, claims, and other written documentation.
  • Takes samples of materials used; performs basic test or submits to testing laboratories to ensure appropriate composition.
  • Inspects sites and reviews plans and specifications prior to the bidding or development process; attends bid openings for capital improvement and private construction projects.
  • Conducts pre-bid and pre-construction conferences.
  • Reviews requests for progress payments relating to work performed, materials, and supplies.
  • Investigates resident complaints; confers with property owners regarding project schedule, hazards, and inconvenience.
  • Schedules service interruptions with least interference and least inconvenience to properties.
  • Inspects City sidewalks and asphalt roads for hazards in need of repair; measures and records displacements; submits locations for repair.
  • Coordinates and monitors various public works contracts and programs; makes recommendations for future repairs; monitors progress of contractors.
  • Performs field management of right-of-way permits including monitoring expiration dates, monitoring installation of traffic control, start and completion dates, utility installation, inspection of trench backfill, and inspection of trench paving.
  • Assists in the City's NPDES water pollution prevention program; communicates and deals with homeowners and contractors.
  • Inspects erosion control device installation for compliance with NPDES, SWPPP, San Diego Regional Water Quality Board, approved plans, and Municipal Code requirements.
  • Acts as liaison between the City, contractors, other agencies and businesses and residents affected by projects; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper office for resolution.
  • Participates in the resolution of complaints received by the City; prepares work orders in response to complaints.
  • Prepares general construction and site improvement specification and plan review.
  • Reviews all right-of-way permit applications; notes any special conditions of issuance; verifies/calculates quantities for fee calculation.
  • Prepares daily activity records and reports; maintains records of maintenance and cleaning activities; maintains inventory of equipment and supplies.
  • Prepares a variety of correspondence, reports, correction notices, procedures, and other written materials.
  • Maintains files and records related to citations and violations; prepares a variety of written reports, memoranda, and correspondence.
  • Inputs and retrieves a variety of information using a computer.
  • Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
  • Performs other duties as assigned.
Any combination of the following education and experience which demonstrates the ability to perform the duties of this classification.

Experience:
Three years of public agency engineering, public works infrastructure construction, inspection, or related experience.

Education/Training:
Equivalent to completion of the 12th grade supplemented by college-level coursework and/or specialized training in construction, engineering, or inspection.

Licenses and Certifications:
  • A valid class C driver's license.
  • Possess, or have the ability to obtain within 1 year of hire and maintain a Confined Space Entry Certificate.
  • Possess, or have the ability to obtain within 1 year of hire and maintain a Traffic Control Supervisor Certificate issued by the American Traffic Safety Services Association (ATSSA).
  • First Aid Certificate and CPR Certificate, desirable.
Physical Demands
Must possess mobility to work in the field and in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle, drive on surface streets, and make inspections; strength, stamina, and mobility to perform light physical work; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.  The job involves fieldwork requiring frequent walking uneven terrain and landscapes when performing inspections.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment.  Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites.  Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds.
 
Environmental Elements
Employees partly work in the office and partly in the field and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, mechanical and/or electrical hazards, and hazardous physical substances and fumes.  Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

Working Conditions
May be required to work various shifts including early mornings and evenings to accommodate projects.
Applicants will be evaluated on the basis of relevant training and experience. Highly rated candidates will be invited to participate in an examination process consisting of an appraisal interview. Successful candidates will be placed on an eligibility list according to the score received. The eligibility list established will be in effect for a period of six months. Applicants will be notified by mail of their eligibility status. All appointments are subject to the successful completion of a pre-employment physical that includes a drug screening, a background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. All employees are required by law to sign a loyalty oath to the United States and the State of California constitution at time of hire.

Salary : $78,288 - $95,160
