UTILITY BILLING CLERK

Department: City Clerk/Utility Billing

Reports to: City Clerk

POSITION SUMMARY

This position is responsible for most of the utility billing computer processing for the City. This employee works with some independence but is to follow general office procedures as outlined by the department supervisor.

EXAMPLES OF WORK (Essential Functions)

· Daily loading and unloading of routes into handhelds for meter reader

· Retrieve and verify the accuracy of all daily meter readings

· Input meter readings in computer on daily basis

· Process all utility bills each month (Cycles 1, 2, & 4) including calculating, printing, sorting, stuffing, & mailing of utility bills and late notices

· Identify possible water leaks and notify customer in a timely manner

· Verify accuracy of customer bills through rates and consumption and be able to confidently assist the public with utility inquiries and billing concerns

· Manage bank drafts on customer accounts/create & send ACH packets to bank

· Make any billing adjustments/credits on utility bills

· Complete all service orders generated

· Manage meter swaps for all electric/water meters

· Yearly sewer averaging

· Manage employee badges

· Assist with answering phones, processing utility payments from customers, starting new service and moving customers from one address to another

· Miscellaneous duties as assigned by the City Clerk.

POSITION REQUIREMENTS

: Computer experience is required. Experience working on a one-to-one basis with the public is a plus.

: High School Diploma or GED is required. Additional courses in computers, office machines, or equivalent training and experience is beneficial.

: Basic knowledge of general office practices and procedures, ability to make standard arithmetical computations accurately, and to record transactions accurately. Must be able to tactfully address and handle the public. Must be able to work without constant supervision. Ability to count money and make change correctly is a must. Must be able to establish an effective working relationship with other employees. A valid driver’s license is required.: Ability to solve daily cash balancing errors, as well as decipher computer errors in the utility billing process. Employee will have input into determining causes for high water and electric usage and will be responsible for passing this information on to the customers.

: Employee must be able to correctly route incoming calls, as well as direct the public to the proper individual to handle their problem, etc. Ability to make some decisions regarding payment schedules for past due accounts. (Large accounts are referred to the City Clerk.) Ability to realize possible over and under reads on utility billing, and to begin process to correct the same.

: Employee is the back up for balancing daily deposits recorded through the cash register. Employee has no budgetary input or control of the department, although any cost-saving suggestions are appropriate.

: This employee is supervised by the City Clerk; job related decisions are occasionally reviewed. Employee has no supervisory responsibility over other office personnel.

: The employee is one of the main contact people dealing with the general public, and as such must use tact, be courteous and polite, etc. Employee must also strive to maintain good working relations with other employees.

: There are no adverse working conditions associated with this position, although a great deal of time is spent at the computer.

: Verbal communication with the public is a necessity. The ability to read and write numbers correctly is a must. Must be able to lift at least 20 pounds.

Job Type: Full-time

Pay: From $20.00 per hour

Expected hours: 40 per week
