The purpose of this position is to manage assigned engineering functions. Job duties consist of varied construction management, inspection, and plan review duties. Successful performance contributes to a safe, well-maintained, and efficient city infrastructure. FLSA status is Non-Exempt.
EXAMPLE OF DUTIES

PERSONNEL MANAGEMENT DUTIES (15%)Participates in the selection of, trains, motivates, assigns, directs, supervises, evaluates, and participates in the hiring and discipline process of department personnel.Responds to staff questions and concerns. Participates in job analysis and approves job descriptions for assigned employees.Establishes and maintains safety programs for assigned staff; implements related action plans. Responds to work-related injury and/or illness. INTERNAL OPERATIONS DUTIES (10%)Works with the City Engineer to plan, coordinate, and oversee daily operations and activities of the Engineering Department, including traffic/intelligent transportation system engineering, storm drainage engineering, streets, and public infrastructure.Assist the City Engineer with the development and implementation of immediate and long-range plans for the Office of the City Engineer; establishing departmental goals and objectives; consults with Mayor, City Council, and other regulatory agencies; implements city and departmental rules, regulations, and policies.Assists the City Engineer with preparing the department budget; monitoring expenditures; making revisions and updates as needed.Coordinates division, department, or city-wide activities in times of emergencies.Develops, recommends, and implements policies and procedures that guide and support the provision of quality services by the department.Incorporates continuous quality improvement principles in day-to-day activities.Directs the maintenance of department records.Oversees right-of-way permit process; reviews and approves right-of-way permit applications; issues permits; and monitors conformance of construction to excavation ordinance requirements.Reviews and comments upon plans and specifications in the process of design for consistency and constructability.Responds to after-hours emergencies and callbacks when necessary, serves in rotating after-hours, on-call, emergency callout duty with other Public Works personnel, if eligible. Performs damage and repair assessments to City-owned infrastructure and facilities in conjunction with consulting engineers, architects, and contractors. Assists in the preliminary review of assigned projects to identify potential problems and recommend alternative solutions; attends preconstruction and in-house design review meetings. EXTERNAL OPERATIONS DUTIES (10%)In coordination with the City Engineer serves as a liaison between city officials, city departments, department personnel, local institutions, local industries, developers, contractors, home builders, utility companies, and other related agencies, boards, commissions, or groups regarding engineering issues; provides technical expertise.Creates and maintains positive public relations with the general public; provides education on engineering issues; interacts with the media.Responds to calls from the public concerning problems, inquiries, or emergency situations.Develops and implements goals, objectives, policies, priorities, and budget relating to construction inspection for public and private projects. Responds to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding construction projects. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works and construction management. RECORDS MANAGEMENT DUTIES (10%)Reviews subdivision plats and regulations; reviews and updates technology plans, goals, and equipment needs; coordinates with engineers regarding transportation projects; reviews and approves construction plans and site development permits.Assists developers, engineers, architects, and others to ensure compliance with ordinances and regulations.Identifies opportunities for improving service delivery methods and procedures, identifies resource needs and reviews with appropriate management staff; implements improvements; ensures project reports are prepared and construction files and records are appropriately maintained.Reviews and oversees the regulatory and approval process of construction projects, including but not limited to construction submittals, contract change order requests, schedules, and design changes. Performs administrative duties including oversight of submittals, preparation of invoices, estimates, calendar appointments/meetings, and other project documentation needs. INSPECTION DUTIES (40%)Inspects new subdivisions for storm and sanitary sewer installation, water installation, proof roll, curbs, gutter installation, storm inlet installation, and asphalt placement.Inspects storm sewer connections on commercial buildings.Internally inspects 30" or larger storm pipes.Performs proof rolls to ensure proper compaction of streets prior to curb, gutter, and asphalt placement.Conducts two-year subdivision reviews; prepares punch lists for developers.Monitors final testing of sanitary sewer installations.Manages and inspects various City infrastructure projects.Regulates construction operations, services, and activities in accordance with applicable regulations and standards for infrastructure construction and employee safety and training. Directs, coordinates, and reviews the work of construction and inspection operations, services, and activities.UTILITY COORDINATION DUTIES (10%)Inspects all utility construction projects within the City of Prattville for compliance to any and all plans.Works closely with other city departments to ensure compliance. Operates equipment as necessary. Coordinates activities with various public utilities, outside agencies and organizations, other departments, and the public, to resolve sensitive and controversial construction and inspection issues.
