Position Summary :
Manages, supervises, and coordinates design and review of both public and private development drainage projects within the City. This position serves as a technical advisor for the Public Works Department.
Essential Duties :
Acts as the Floodplain Administrator for the City.Facilitates Intergovernmental Agreement annually with Yavapai County Flood Control District to fund City drainage projects.Develops a 5-year drainage capital plan for expenditure of Flood Control District funding.Assists the City Engineer with studies and implementation plans for dam repair, maintenance and improvements.Supervises the Environmental Program Manager and assists staff to resolve citizen inquiries and complaints concerning drainage and stormwater issues.Completes the Community Rating System annual recertification and 5-year Cycle Verification Visits.Participates in and responds to FEMA and ADWR Community Assistance Visits.Educates community members and local officials about stormwater and floodplain management issues.Ensures building officials are fully aware of building code requirements related to floodplain development.Maintains complete documentation and permanent records of all floodplain activities.Investigates violations of the Drainage and Floodplain Management Ordinances and initiates corrective action.Supervises the Environmental Program Manager and assists staff to resolve citizen inquiries and complaints concerning drainage and stormwater issues.Responsible for the development and implementation of the City's Drainage and Floodplain Management Ordinances.Assists in updating and implementing the Drainage and Floodplain Management Chapters of the City's General Engineering Standards.Provides training to permit center staff related to floodplain development permit applications for all development located in a Special Flood Hazard Area (SFHA). Reviews and evaluates staff effectiveness.Provides training and guidance to staff on the dissemination of information related to Base Flood Elevations and general questions about floodplain / floodway boundaries.Reviews elevation certificates for completeness and accuracy. Identifies deficiencies before accepting as part of a development application.Reviews, processes, and approves private development engineering plans, reports, model outputs, and any other information related to City public infrastructure to ensure compliance with applicable City, county, state, and federal codes and guidelines.Performs highly complex program and project management that includes one or more functional areas such as engineering design, plan review, construction, planning, surveying, and / or mapping and general civil engineering pertaining to roadways, drainage and other public facilities.Coordinates with others to resolve problems during construction that require the expertise of a professional engineer.Assists City Engineer with reviews, processes, and approval of City and private development engineering plans to ensure compliance.Coordinates with other departments and divisions to resolve construction phase problems and requested changes.Ensures coordination takes place between private development review / processing / approval activities and planned drainage improvements.Reviews and directs CADD designer for drainage improvements.Represents the City at internal and external meetings involving drainage.Designs small in-house design projects.Attends public meetings for Capital Improvement Projects.Meets with citizens and professional groups to discuss active and proposed projects, concerns, and possible solutions.Attends meetings and makes technical presentations to stakeholder groups, executive City leadership, and City Council.Establishes and maintains relationships with internal City departments as well as external partners such as the ADOT, other governmental agencies in the Quad City area and community, advocacy, or interest groups such as developers, contractors, etc.Identifies ways of improving work processes and cost controls.Develops and manages project and division budgets.Updates the City's Stormwater Management Plan as needed.Works with other Divisions to implement special construction projects including reading and interpretation of construction plans and specifications.Performs other duties as assigned.Qualifications :
Education and / or Experience :
Bachelor's degree in Civil Engineering or a related field; six (6) years of civil engineering experience including three (3) years of experience in the design of water, sewer, roadway, and drainage; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
Licensing, Certification, and Other Requirements :
Possess a valid Arizona driver's licenses or obtain one within 30 days of hire; A Certified Floodplain Manager (CFM)and / or Professional Hydrologist (P.H.) credentials are preferred. A Professional Engineer (P.E.) license in the State of Arizona is required.

Work is performed in a standard City office environment and in the field with exposure to the elements.Safely operates a City vehicle and variety of standard office equipment including a computer terminal, telephone, calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.Successful candidate will receive a post-offer, pre-employment background screening to include :
