Position Summary:
Develops, plans, organizes, and directs the development, improvement, maintenance, and daily activities of the Citywide park system, facilities, and recreation programs for the City of Prescott and serves as the highest authority in the Recreation Services Department.
Under general direction of the City Manager, this positions is expected to exercise independent judgment in the execution of policy decisions, implementation of Department goals, and disposition of daily activities.
Essential Duties:
- Leads, plans, develops, organizes, and directs the overall parks and recreation programs for the City of Prescott.
- Develops and implements regulations, policies, and procedures to advance the City's mission, goals, and objectives;
- Serves as an advisor to the City Manager and Council, citizens, employees, contractors, public officials and colleagues in the profession of Parks and Recreation.
- Develops, administers, and monitors the Department's annual budget.
- Forecasts future needs for staffing, equipment, and supplies.
- Develops reports, presentations, and proposals for consideration.
- Serves as a member of the City's Management Team.
- Determines levels of staff, equipment, and other resources needed for Department services and seasonal programs; directs and evaluates staff; and provides leadership, supplies, expert decision making, and problem solving.
- Maintains a thorough knowledge of state and local statutes, ordinances, standards, procedures, and trends related to parks and recreation, and services; ensures compliance.
- Assesses community and City needs; creates tactical and strategic plans to meet those needs.
- Meets with City Council to assist in policy determinations regarding Department goals.
- Analyzes trends, reviews statistics and communicates information to Department leadership.
- Represents the City in meetings with professional organizations, outside agencies, and the public.
- Prepares and reviews special reports; monitors Department operations and customer service to ensure quality control.
- Identifies and resolves Departmental and Division deficiencies.
- Performs other duties as assigned.
Qualifications:
Education and/or Experience:
Bachelor's degree in Recreation, Physical Education, or closely related field; five (5) years of full time, managerial level parks/recreation work experience preferably in park management ; or any combination of training, certifications, or qualifying experience that provides the ability to successfully fulfill the essential knowledge, skills, and abilities to perform the essential functions of the position.
Licensing, Certification, and Other Requirements:
Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) is preferred
Must be able to possess and maintain a valid Arizona driver's license by the time of hire.

- Knowledge of turf management, agronomy, agriculture, and computerized irrigation systems as they pertain to high altitude and cool weather grasses.
- Knowledge of laws and record keeping requirements with regard to the use of pesticides and irrigation water.
- Knowledge of uses and operating methods of equipment and tools used in turf maintenance.
- Knowledge of OSHA safety standards and practices.
- Skill in preparing, administering, and monitoring budgets.
- Skill in supervising, evaluating, training, and motivating employees.
- Skill in planning, prioritizing, directing, and managing a large number of public recreational programs and activities.
- Skill in communicating, both verbally and in writing, to both individuals and groups.
- Skill in use of personal computer and a variety of software applications.
- Skill in utilizing public relations techniques in responding to inquiries and complaints.
- Ability to establish and maintain effective working relationships with state/federal/local officials, Division staff, and City residents.
- Ability to direct a large division involved with varied activities.
- Ability to organize operations for seasonal changes.
- Ability to work cooperatively with City Council, Management, employees, other governmental officials, and the general public.
- Ability to keep current with industry trends, memberships, and subscriptions to relevant professional organizations.
- Ability to lead the Parks and Recreation Department in providing superior service to the Community.

Physical Demands And Working Conditions:
- Work is performed in a standard City office environment and in the field.
- Safely operates a City vehicle and variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
- Clearly, concisely, and effectively communicates both in person and electronically as well as over the telephone.
- Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs
