The Juvenile Hearing Board Coordinator is a vital member of the Providence City Council’s Constituent Services Team, responsible for managing the operational aspects of the Juvenile Hearing Board (JHB). The JHB is the city’s diversionary program that seeks to keep youth out of the criminal justice system. The Coordinator’s primary role is to organize board meetings, coordinate services for juveniles, and ensure compliance with the recommendations made by the board. This position serves as the key liaison between the board, service agencies, and law enforcement, contributing to the overall success and reintegration of juveniles referred to the board.

Duties & Responsibilities

Service Coordination:

  • Act as the primary link to service agencies to ensure juveniles receive necessary evaluations and support (mental health, social services, etc.).
  • Provide referrals to appropriate community, counseling, and social service agencies for the juveniles participating in the program.
  • Ensure accommodations are provided to juveniles and families, as necessary, to support successful engagement (translation/ interpretation services, etc.)

Liaison Duties:

  • Serve as the intermediary between the Juvenile Hearing Board and the Providence Police Department.
  • Track and manage all referrals from the police and schedule the necessary hearings and meetings, in accordance with processes and procedures outlined by the City Ordinance.
  • Case Management & Compliance:
  • Assist the board in determining appropriate sanctions in accordance with Section 2-374 of the ordinance.
  • Monitor case files to ensure compliance with the sanctions imposed by the board and maintain detailed records for each case.

Reporting & Administrative Support:

  • Report board vacancies and necessary updates to the City Council.
  • File annual report with the City Clerk, detailing the number of cases handled, number of youth returning/ reoffending, number of youth successfully completed/ non-compliant, declined/ refused participation, sanction completion time, types of sanctions ordered, recommendations from the board for ordinance or procedural improvements, and other relevant statistics as required.
  • Develop and distribute materials that clearly outline the JHB process, structure, expectations, and objectives.

Data Collection:

  • Collect demographic and other relevant data (e.g., family structure, race/ethnicity, and access to services such as TANF and Food Stamps).
  • Track and report key metrics, including the number of referred juveniles, successful completions, re-offenses, types of sanctions, and any declined or refused participation.
  • Track referrals using the Juvenile Hearing Board spreadsheet and update regularly.

Follow-Up:

  • Check in with families face-to-face upon receiving referral.
  • Schedule face-to-face follow-up meetings for juveniles to appear before the board to monitor their progress with assigned sanctions and provide necessary documentation to determine sanction completion (e.g., police reports and letters of completion or non-compliance).

Community Engagement:

  • Collaborate with community partners to ensure juveniles and their families have access to needed resources.
  • Administer feedback surveys to assess the experience of participants with the board and sanction processes.
  • Performs other duties as assigned to support the constituent services team.

Minimum Qualifications

  • Extensive knowledge or experience in social services, community programs, counseling, mental health resources, or management.
  • Passion for criminal justice reform, youth development, racial and economic justice, and keeping young people out of the criminal justice system.
  • Strong organizational and multitasking skills, with the ability to coordinate across various agencies.
  • Experience in data collection and reporting, with familiarity in juvenile justice systems and diversion programs preferred.
  • Strong written and verbal communication skills, with the ability to provide clear reports and facilitate meetings.
  • Relevant training or equivalent experience in social services, mental health, or community resource management.
  • Limited evening and weekend work may be required.
  • Must be able to perform all essential functions of the job as defined.

Job Type: Full-time

Pay: $66,965.00 - $73,825.00 per year
