Community violence intervention (CVI) is an approach that uses evidence-informed strategies to reduce violence through tailored community-centered initiatives. These multidisciplinary strategies engage individuals and groups to prevent and disrupt cycles of violence and retaliation and establish relationships between individuals and community assets to deliver services that save lives, address trauma, provide opportunity and improve the physical, social and economic conditions that drive violence.
In addition, the Pueblo CIRV Project will deploy the focused deterrence theory as a crime prevention strategy aiming to significantly reduce crime by concentrating law enforcement efforts on a small group of high-risk offenders, often identified as prolific or particularly violent criminals, while simultaneously offering them access to social services and clear communication about the consequences of continued criminal activity, essentially using a combination of strict enforcement and support to deter future crime; this approach is often referred to as "pulling levers policing.".

Strategy/Planning (40%)
- Foster opportunities for collaborations to occur by uniting cross-sector agencies.
- Advance shared vision for change that includes a mutual understanding of the problem(s) and a joint approach to solving it.
- Guide community problem solving to prevent youth gang membership, violence, and criminal activity.
- Conduct research and data analysis that will aid the Steering Committee in making informed decisions.
- Assist in piloting innovative approaches and experimentation, supported by data, that optimize the goals of the CIRV.
- Encourage continuous communication to build trust and relationships among all participants.
- Increase access to and maximize private capital from local, state, and national investors.
- Assess Steering Committee performance and makes recommendations for course correction if/when needed.
Administrative (40%)
- Collaborate with the City’s Chief of Police or designee(s) to guide the narrative related to the project and raise awareness in the community about the gang prevention.
- Work with the City’s Grants Analyst to ensure grant work is in compliance with all applicable requirements, laws, and ordinances.
- Develop and manage a detailed project schedule and plan of work.
- Manage expenses according to City policy and regulations.
- Provide project updates, at least semiannually, to City Council and other various stakeholders about strategy, adjustments, and progress.
Data Management (10%):
- Assist CIRV partners to establish ambitious, measurable goals and create shared measurement practices, and provide support, tools, and metrics to effectively assess performance.
- Collect data and develop methods for collecting data where gaps exist.
Sustainability(5%):
- Assist in fund sourcing and resource acquisition from the public, private, and nonprofit sectors for program sustainability beyond the initial eighteen-month grant.
- Mobilize assets and resources that effect the short- and long-term progress.
- Guide community resource mapping so that financial and human resources may be organized and maximized.
Miscellaneous(5%):
- Solve problems and resolves issues in difficult and/or contentious situations.
- Incorporate City goals regarding community engagement, diversity, inclusion, and equity in all work.
- Perform other duties as may be required by the Chief of Police or designee(s)
- May work various shifts at the discretion of the department
PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
- Work is mostly sedentary and performed in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping
- The incumbent must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to people
- Frequent lifting, carrying, pushing and/or pulling of up to twenty-five (25) pounds to move material and supplies; occasional lifting, pushing and/or pulling of up to forty-five (45) pounds with dollies and carts
- Ability to develop and facilitate community engagement and outreach.
- Ability to accomplish complex tasks such as tracking grant projects from initial identification to project conclusion and sustainability.
- Ability to interact and collaborate effectively with diverse groups of people and work professionally with City and County employees, community groups, and organizations.
- Ability to plan, organize, and direct the preparation of problem and data analysis reports and formulate recommendations.
- Ability to understand and manage high-profile, sensitive, or controversial political situations.
- Knowledge of strong verbal and written communication skills to ensure that presentations and written products are clear, well crafted, responsive, timely, and culturally sensitive.
- Knowledge of and ability to track, analyze, and present data in a solution-oriented manner.
- Knowledge of challenges facing Pueblo adults and youth in regard to criminal activity.
- Knowledge of law enforcement and judicial system, including diversion programs, community service opportunities, and the partnering agencies involved in those programs.
- Ability to work with a customer service orientation.
- Ability to perform all job duties in a safe manner.
- A bachelor's degree from an accredited college/university in business administration, criminal justice, social work, social science, or public administration (in lieu of a bachelor’s degree, an associate degree with two additional years of experience, in each area described below, may be considered).
- Three (3) years of strategic planning experience.
- Three (3) years of meeting/planning and community engagement facilitation.
- A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
- License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification.
- During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license.
PREFFERED QUALIFICATIONS:
- Applicants who are bilingual in Spanish for both oral and written communication.
- Experience in leading high-level interventions which have resulted in long-term organizational success is highly desirable.
Illegal drug usage, as described below, at the time of application may be cause for disqualification:
- Any use of marijuana within 1 year prior to the date of application
- Any usage of any illegal drugs other than marijuana (i.e. heroin, cocaine, LSD, amphetamines, steroids, or other illegal drug as defined in schedules I through V of Section 202 of the Controlled Substances Act) within two (2) years prior to the date of application.
SPECIAL REQUIREMENTS:

SPECIAL CONDITIONS OF EMPLOYMENT:
This position requires that the individual be able to work outside of normal office hours, attend evening meetings, and work flexible hours to meet deadlines.
Required driver's license must be maintained throughout the term of employment. Failure to maintain a license may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
