POSITION SUMMARY:

ESSENTIAL FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
- Performs pro-active systematic site inspections of all properties within the City to ensure compliance with all applicable local, state and federal code and regulatory requirements.
- Meets daily with the public to educate and answer questions about the City Code of Ordinances.
- Establishes and maintains effective working relationships with state and county agencies, developers, contractors, and general public.
- Responds to inquiries and complaints by investigating any reports of code violations from the general public.
- Identifies violations and communicates with the violators and general public to explain City codes.
- Establishes method and schedule for compliance once a violation is identified.
- When necessary, prepares and serves violation letters and notices, documents evidence, prepares reports, gives affidavits and testimony as required for enforcement proceedings, and follows up on enforcement decisions to ensure compliance.
- Collaborates with independent contractors and subcontractors, homeowners, and internal administrative support to ensure all requirements for reconciliation of violation is provided.
- Provides technical code review of the various regulatory requirements for which the division is responsible for enforcing; counsels the public on compliance, violations and alternative methods or procedures for compliance.
- Prepares reports and presents findings to the Zoning Official, Department Director, City Manager, and Code Enforcement Board, as requested.
- Performs billing and collections for the mandatory lot mowing program, coordinates mowing schedules, and ensures on-going maintenance of foreclosed properties as needed.

KNOWLEDGE / SKILLS / ABILITIES:
- Thorough knowledge of applicable state, federal and local laws, rules, ordinances and regulatory standards applicable to the work.
- Knowledge of enforcement procedures, judicial system, code, and compliance boards.
- Knowledge of investigative principle, methods and techniques, and case management principles for the purpose of preserving evidence and establishing documentation and an audit trail for legal purposes.
- Proficiency with the City Land Development Regulations and Chapter 9A and have a general working knowledge of all other Chapters in the City Code of Ordinances.
- Systematic, organized, detail oriented with good people skills.
- Skill in establishing and maintaining effective working relationships with state and county agencies, developers, contractors, and general public.
- Skill in handling complaints and enforcing compliance with regulations in a courteous, efficient manner.
- Skill in written and oral presentations.
- Ability to work independently, and make sound decisions based on established procedures and municipal regulations.
- Ability to maintain clear and adequate records.
- Ability to prepare and publicly present reports, documents, and testimony as requested.
- Ability to determine work priorities.
- Ability to understand and use the City’s Naviline computer program as well as any other applicable computer programs as needed.
EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
- Graduation from high school, or a GED from a properly accredited institution of learning.
- Two-to three-years of experience in code enforcement work or inspection experience and/or police investigative experience highly desirable, but not required.
- Must make satisfactory progress toward certification in the Florida Association of Code Enforcement (F.A.C.E.) certification within two years of being hired as a Code Compliance Officer and continue through all Levels of Certification.
- Must maintain a valid Florida Driver’s license.
